Land Registry was established on Apr 1st 2015. Initially, the registry has shown its effectiveness and necessity of the establishment of Land Registry.

Land Registry was established on Apr 1st 2015 under Decision No. 552 / QD-UBND dated Mar 9th 2015 of provincial People's Committee on the basis of the merger of Land Use Right Registries of all levels in the province. In 2016, Land Registry will put more effort into works and join hands to improve PCI

In 2015, Land Registry granted 2,025 certificates to organizations and 142,247 certificates to individuals. Total revenue was higher than the previous year. Especially, since its establishment, Land Registry obtained total revenues of more than 87 billion VND, up 24.07% year-on-year.

Pham Thanh Tung, Director of Land Registry, said to achieve these results, all officials had carried out seriously the models of "Friendly government of the people, by people and for the people" and “Friendly office serving the people”; gradually shifted to a friendly government being close to the people and for the people; created good changes in awareness and responsibility of officials, employees…

Contributing to PCI improvement

According to leadership of Land Registry, the key task in 2016 is to promote administrative procedure reform, continue the application of Quality management system according to TCVN 9001: 2008; regularly review and simplify administrative procedures, improve quality and efficiency in the implementation of the OSS system.

The unit will soon complete the targets in terms of land registration, granting land use right certificates, ownership of houses and other assets attached to the land; review the process of receiving and handling dossiers relating to the granting and adjusting land changes in order to further improve the process, ensure uniform implementation, shorten solving time…

According to Mr. Tung, in 2016, the office will also apply information technology to determine financial obligations of land users between natural resources environment agency and tax agency; apply digital signatures in transferring records from branches to the Land Registry as well as in printing certificates at Land Registry to minimize transferring time. This is an important task to save time and money of individuals and organizations; minimize inconveniences, build up a friendly government to people and businesses.

Mai Hung Dung, Vice Chairman of PPC, said the establishment of Land Registry had simplified administrative procedures, consolidating business’s belief in public services. Binh Duong province is striving to heighten Provincial Competitiveness Index (PCI); Land Registry is the pioneering unit that achieved initial success. In 2016, the office's mission is to consolidate its organization, enhance administrative procedure reform, apply information technology; advise the authorities to stipulate sound legal documents relating to the land in order to save time of individuals, organizations, help the province to become an attractive and friendly destination to investors.
