Many regulative documents have been improved along with reduced land administrative procedures. One-level Land Registry under Department of Natural Resources and Environment, after 4 months of operatinos, have contributed to time reduction regarding cadestre document processing for the public and enterprises.
Talking to us, Pham Thanh Tung, Director of Land Registry, informed that the office has completed over 10 regulative documents on functionalities, organization, structure, processes, and procedures of land-use right, house ownership, and properties on the land certification. Accordingly, the time for implementation of land administrative procedures is shortened while document processing quality is more and more improved thanks to the professional unification of provincial to grassroots levels. Accordingly, the office has helped to reduce pending time for the public and enterprises.

As a result, the office has issued about 13,200 certificates of land-use right transferring, land splitting and merging, land-use right certificate renewal and reissuing to organizations and individual households. This is accounted for averagely 300 certificates were issued per days at the 9 branches of the office. The achievements were thanks to the efforts of improving office staffs to increase over 5% of profits for the office and its branches higher than before.
During the implementation, despite the advantages, the delayed issuing of land-use right and house ownership certificates was present yet could be remedied. Statistically, 10-15% of the documents under processing suffered from delay but now the percentage is only 2-3%. Evaluating this, Tung asserted that the delay, particularly happening in the Southern towns of the province, was due to challenges and obstacles in splitting, increasing, reducing, changing forms of residential and rural land as well as the illegal trades of land lots. Recently, such illegal trade of land lots has emerged in Tan Uyen and Ben Cat towns where the office and its branches delayed the document processing to thoroughly consider the same and ask for decisions by related agencies and departments.
The rotation of documents among financial and tax agencies has made the document lengthy exceeding the reasonable processing time of 3-7 days. However, it only may take 7-8 days at the most. In the meantime, the prolonged processing of more than 15 days for organizations has led to lengthy determination of financial obligations failing to ensure the reasonable processing time. Besides, the provincial database transmission has not been complete and synchronous at its 3 levels. Viliss 2.0 (the land information system) has not been fully integrated to OSS at on-stop-shop units across districts and towns. This incurred more time for the checking of documents before acceptance.
Looking into Land Registry status ever since its establishment, Department of Natural Resources and Environment has requested for more conditions offered by all-level agencies and departments so that the office can better its operations. Department of Natural Resources and Environment, aside from mass media propaganda, will continue with the public announcement of legal regulations and administrative procedures online and at OSS units of Administrative Center for convenient reference and implementation by organizations and individuals. The certificate printing at the office instead of at the branches to reduce burden of courier sending and processing time by the beginning of 2016 at some branches in Thuan An and Di An will be tested. Besides, the operations will be tested for local people of Thu Dau Mot Town to submit their application at Administrative Center to reduce pressure on document processing by Land Registry Branch in Thu Dau Mot City.
The departments related to and being coordinated with Department of Natural Resources and Environment are to duly implement directive documents of Binh Duong Provincial People’s Committee to promote processes of identification and notification of financial obligations on land for faster document processing with full guidance for incomplete document without repeated returning for supplementation.
It is required that Land Registry should be notified in writing of delayed notification of the financial obligation payables regarding the large or complex project documents. The data connection of Villiss 2.0 and OSS should be implemented at the soonest while the transmission line of 8Mbps is upgraded to minimum of 32Mbps by the third quarter of 2015.
