Unleashing human resources
Prof. Dr. Le Quan, Director of Hanoi National University said that in the new period of development, Binh Duong needs to promote its advantages as a connection center in the Southeastern region and an industrial center in the whole country to elevate its position in the space of regional connectivity and global connectivity, building the image of a civilized and prosperous Binh Duong, attracting talents and a high-quality workforce.

According to Dr. Phung Quoc Hien, former member of the Party Central Committee, former Vice-Chairman of the National Assembly, training high-quality human resources to meet the requirements of building a knowledge economy is a vital factor for Binh Duong to achieve its goals and not fall into the middle income trap. Therefore, in the coming time, the province must give priority for education and training, especially at university and post-graduate levels in some key fields of science and technology, but it is also necessary to focus on training a contigent of skilled workers to serve the cause of industrialization and modernization.
Discussing this issue, Assoc. Prof., Dr. Nguyen Quoc Dung, Director of the Academy of Politics Region II also said that with an open and attractive investment environment, Binh Duong is one of the country’s top localities in FDI attraction. This is considered as a real breakthrough that brings success to the locality. The integration issue in the coming period will have many new requirements towards being more synchronous and competitive with newer technologies.
“To aim at meeting the human resource needs of businesses in the context of the achievements of the 4.0 industrial revolution, which have been strongly applied in the province, in my opinion, in parallel with the construction of a high-quality education and training system, meeting international standards, the province needs to focus on key scientific fields, have policies to treat talents appropriately…, thereby directly implementing the proposed development strategies", Assoc. Prof., Dr. Nguyen Quoc Dung said.
Harmonious and sustainable development
Experts and scientists believe that harmony between economic growth and social development is a guarantee for sustainable economic development. This is drawn from the success of Binh Duong's industrial development model under the local complete ecosystem.
Prof. Dr. Nguyen Xuan Thang, Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics said that Binh Duong's development model is a combination of harmony, flexibility and vitality of many of the above mentioned breakthrough components. These are the Becamex IDC model, the VSIP Industrial Park model, the Binh Duong Innovation Region, Smart City model, the smart and sustainable Industry - Urban - Service model. Along with that, there are many unique institutions and ways, namely “the government constructing, people accompanying, businesses taking action”; “the link between "State - schools - businesses" ..., making Binh Duong become a meeting place of culture and people while truly becoming a convergence of creative ideas and aspirations for innovation.
In the new period, as one of the country’s first provinces facing the middle-income trap, Binh Duong needs to innovate its development model as soon as possible, focusing on developing new-style ecosystems, smart industrial ecosystems; taking innovation, science and technology as the driving force, taking the development of high-quality human resources as the focus on the foundation of the province's development philosophy "Effective investment environment - Harmonious humane society - Active and constructive government".
Although facing many difficulties in the transition to a new development model, Binh Duong is still determined to implement it towards a modern ecological economy, with harmony between people and society in association with the goals of reaching high levels in all areas of life, economics and society.
Pham Ngoc Thuan, General Director of Becamex IDC shared that towards the goal of modern and sustainable development, the province has recently established the Vietnam - Singapore Innovation Center. This is a new model and also an anchor project for Becamex IDC to start a journey to attract next- generation investment. Investors will be businesses towards high value-added activities. Workers will be scientists, researchers and experts. And people and workers will gradually move to services or upgrade themselves to a new labor segment. The local service and trade activities will become the global ones. Traditional industrial parks will be gradually transformed into the ecologically smart ones and then transform into the science and technology ones.
Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee said that Binh Duong is always steadfast in its development philosophy of "putting people at the heart of all strategies", considering each citizen and immigrant worker as an "investor" in compensation, site clearance and human resource attraction. Each investor is "a citizen" in attracting and promoting trade. All the above mentioned things have helped the province determine the local responsibility to build a complete and sustainable ecosystem, helping all social classes live, work in peace and contentment and build up a sustainable life.
