On the agenda of the last conference evaluating capital construction in 2010 and plan for 2011 of Provincial People’s Committee was the focus on important establishments of municipal center, Thu Dau Mot University, My Phuoc-Tan Van route, BOT roads in Tan Uyen District, DT744, roads along Saigon River, etc.
Important construction once completed will change appearance of local socio-economics.
By the end of October 2010, construction inspection of 2010 is accounted for VND 1,724,145 billion or 59.5% of the plan with allocation of VND 2,038.877 billion or 70% of the plan. Investment and Planning Department Director Huynh Van Trai acknowledged that such amounts are relative low due to bad management while prepaid capital is still high and investors have limited performance.
Chief of Economics and Budget Board of People’s Council Nguyen Thi Ha suggested that analysis of problems should be made to achieve progress.
As planned, capital construction has been proposed by PPC with total investment of VND 3,300 billion in 2011, of which the province will manage VND 1,144.050 billion and districts will manage VND 1,850.950 billion.
People’s Council permanent standing Deputy Chairman Le Thanh Cung confirmed that capital construction in 2011 plays a vital role in 5-year development period from 2011 to 2015; therefore, PPC will prioritize socio-economic development of vital construction of traffic, healthcare and education. On the other hand, other constructions to develop urban area will be focused.
To ensure effective capital construction in 2011, PPC proposed capital allocation plan for important constructions. As for districts and towns, PPC will allocate investment to important project items while the remaining capital is distributed to local PC for the own determination of the capital.
