Management, use and exploitation of public assets in form of houses and land not intended for residential purposes

Provincial People's Committee has instructed the implementation of the Government’s Decree No. 108/2024/ND-CP, dated August 23, 2024, regulating the management, use and exploitation of public assets in the form of houses and land not used for residential purposes. These assets will be managed and exploited by organizations responsible for managing and trading local housing. Accordingly, provincial People's Committee has tasked provincial Department of Justice with coordinating with relevant agencies, units and localities to review legal documents and regulations issued within the province regarding the management, use and exploitation of public houses and land not intended for residential purposes. These regulations should be amended, supplemented or replaced (if necessary) to ensure consistency with the provisions outlined in Decree No. 108/2024/ND-CP.

Provincial Department of Finance has been assigned to lead and coordinate with provincial Department of Construction, Department of Natural Resources and Environment, relevant sectors and district-level People's Committees to complete the review of all public housing and land assets not used for residential purposes, currently managed by agencies, organizations, units and enterprises. This review aims at classifying, managing and addressing these assets under the purposes outlined in Clause 1, Article 1 of Decree No. 108/2024/ND-CP and must be completed within 12 months from the date the decree takes effect. Provincial Department of Finance is responsible for assisting provincial People's Committee in managing public housing and land assigned to organizations responsible for housing management and exploitation. Additionally, provincial Department of Finance will coordinate with provincial Department of Construction, Department of Natural Resources and Environment, Tax Department, district-level People's Committees and other relevant agencies (if necessary) to evaluate the compliance of the annual plan with the management and exploitation guidelines for the organizations involved and submit it to provincial People's Committee for review and approval.

Provincial Department of Natural Resources and Environment and Department of Construction will support provincial People's Committee in carrying out State management duties for houses and land assigned to organizations for housing management and exploitation as prescribed by this decree and relevant laws.
