Many solutions to improve provincial competitiveness index

  

Morning May 21st, Mr. Tran Van Nam, Chairman of PPC, and Deputy Chairmen had a meeting with Department of Planning – Investment to deploy Project of improving Provincial Competitiveness Index (PCI). Heads of departments, agencies, business associations also attended the meeting to find specific solutions of improving PCI.

It’s not just about the ranking

In 2014, Binh Duong province was ranked at 27th in the national PCI chart, increasing 3 ranks compared with the previous year. Total point was 58.82 (in 2013 was 58.15). Market penetration index rose 1.63 point, labor training increased 0.76 point, enterprises support increased 0.71 point, transparency rose 0.32 point, time cost rose 0.1 point. According to VCCI, in 2014, most provinces in the previous medium groups had 4/10 falling component indexes. Binh Duong was also in this group.  

Evaluating PCI of Binh Duong, Mr. Tran Van Nam said, this was not the most important criteria in the development process. However, based on evaluation of VCCI, the province should take these issues into consideration to put forward solutions. Agencies, departments should promote our strengths, positive assessment to serve businesses, people better. We must also analyze our shortcomings to find most effective measures.

At the meeting, most participants have the same opinion. Mr. Nguyen Thanh Tai, Director of Department of Construction, said, PCI of Binh Duong was assessed somewhat unreasonably. For example, the main purpose of this assessment was to improve the investment environment, stimulate the economic entities to invest. But why has Binh Duong province still been attracting a large amount of investment, while its rank descended? This implicated that the PCI assessment of VCCI was just for reference. However, we should also correct our limitations to improve the investment environment.

Efforts to improve

Since 2013, the province established the Steering Committee of PCI improving project. Then, many action plans were outlined; some departments have also actively developed their own plans. However, we still need drastic actions to bring about more positive results. 

To improve access to land and stability in land use, Department of Natural Resources - Environment has completed land use planning at all levels in the province by 2020. In addition, to improve transparency and access to information, Binh Duong province has published all administrative procedures in official electronic portals and websites. In addition, the province has also regularly answered all questions related to administrative procedures, which help people and businesses better understand the issues.

As an active and most developing province, Binh Duong province has taken drastic actions to support timely businesses. For example, the province has provided training, disseminated tax policies, organized discussions, dialogues with businesses to resolve problems. The province has also offered free public services, such as: providing information of land prices, advisory services on legal information, resources - environmental monitoring service, surveying and build up map…

Speaking at the meeting, Mr. Tran Van Nam emphasized, in the future, the province should get in touch more with businesses so that businesses could know more about our efforts to improve investment environment. This was an immediate measure to stabilize market and investors. In the long-term, the province will continue to implement specific plans and programs to improve PCI and serve better people, businesses.
