On Aug. 15, the provincial People’s Committee held a preliminary conference on launching implementation of supportive policies for enterprises affected in the part May incidents. Attending the conference were leaders of the provincial People’s Council, Committee, foreign enterprises’ associations and some companies affected in the past May incidents.

Exempting, reducing tax
The provincial People’s Committee said that implementing the Government, ministries and agencies’ instruction on supporting for enterprises affected in the past May incidents, Binh Duong has over the past time launched timely supportive measures for the affected enterprises to help them resume production. Until now, many supportive measures have come to the affected enterprises.
In terms of tax policy, the local administration has extended, reduced and exempted some kinds of tax for enterprises. Accordingly, 52 companies enjoyed extension of tax declaration while other 8 businesses enjoyed extension of tax payment with the total value of VND1.4bil and 143 enterprises benefited from tax refund with the total value of nearly VND524bil.
In addition, the local authority has solved exemption and reduction of land and infrastructure lease fees for enterprises. Initially, 594 companies enjoyed tax exemption and reduction with the total value of more than VND155bil.
As for customs, the local administration exempted import tax for 12 affected enterprises with the total value of more than VND27bil as well as refunded import tax for some companies with the total money of over VND49bil.
Supporting procedures of natural resources and banking areas
Meanwhile, the local authority suspended inspections on natural resources and environment for some affected enterprises and petitioned the Ministry of Natural Resources and Environment to suspend inspections to some companies in this year.
In addition, the locality considered to allow 65 heavily affected enterprises to extend licenses of underground water exploitation and using.
In terms of construction area, the locality exempted building licenses for companies that had to re-build, repair and improve works.
As for banking field, commercial banks assisted materials for 22 enterprises, pledged to maintain signed credit level, solved debts and extended debts for 8 companies with the total money of more than VND90bil, petitioned to increase lending level for the heavily affected enterprises.
In the meantime, the local administration steered local sectors of Labor, War Invalids and Social Affairs, Social Insurance to simplify procedures of unemployment insurance and social insurance. Unti now, the local social insurance company re-grants more than 26,000 social insurance books to laborers.
As for order and security, the provincial Public Security revoked a large number of stolen assets to repay for the affected enterprises, completed investigation work and solved some wrongdoers.
New measures set out
The provincial People’s Committee said that Central and local supportive policies and measures have been launched timely and gained a great response from most of the affected companies.
The provincial People’s Committee chairman Le Thanh Cung said that there remain some shortcomings for improving in the coming time. Specifically, the local administration will petition the Ministry of Finance to steer insurance companies to implement their duties timely.
Moreover, local authority will instruct functional agencies such as tax, customs, industrial parks management board, department of Planning and Investment to arrive directly at companies to inform and explain policies issued by the local administration.
Especially, the local administration will consider to support the affected enterprises through the VND1tril stimulus package.
With the implemented measures and future plans, it is believed that Binh Duong’s investment environment will please enterprises.
Aside from the done results, there remain some problems that local administration will focus on solving effectively. Accordingly, the locality will drastically implement the State’s supportive policies in line with conclusion and instruction of the Announcement No.300/TB-VPCP dated
