PCI is the provincial competition index and is annually applied by the Vietnam Chamber of Commerce and Industry (VCCI) and the Chamber of Commerce of the U.S.A and the European Chambers of Commerce and Industry.
To rank a province, VCCI invites 8,000 enterprises nationwide to mark points localities on 9 criteria of market penetration, land approach, transparency and information approach, motivation, support service, labor training and legal regulations and so on.
PCI project is based on solidarity and determination
In order to enhance PCI, the provincial People’s Committee determines to implement the project of improving the provincial competition index drastically. This project shows the strongest motivation of the provincial leaders.
After over half a year of implementing the project, Binh Duong image is improved in the new height in the eyes of enterprises, provinces, cities and international friends.
In the first 3 years of carrying out PCI, Binh Duong always leads in the competition list. However, Binh Duong gradually declines its ranking position. In 2011, the locality ranked the top ten nationwide, the 19th position in 2012. The decrease made local leaders worry and set out a series of decisions of Decision No.1390/QD-UBND dated June, 11, 2013 on ratifying the project of improving the competition index, setting up the project steering board, support team.
Leaders at all levels steer units and branches to carry out measures for the sake of improving the PCI in the next years.
For purpose of business support and economic development
The project set out measures of improving the PCI with detailed plans on reforming, improving operational efficiency of legal system, diversifying services of business support, raising land approach and stability of land usage, rapidly solving problems relating to regulations for businesses, investors, cutting time of implementing regulations and minimizing cost of market penetration and more.
And the key measure group includes leaders’ motivation in implementing measures of maintaining and enhancing competition capacity; acceleration of dissemination work on PCI’s significance for socio-economic development. With results of 2013, Binh Duong was not ranked high position of ranking list, so the provincial People’s Committee, agencies and sectors at all levels determined to instruct agencies and sectors at all levels to synchronously improve the index in the future.
Specifically, the local relevant units launched digital signatures, VNACCS/VCIS, online tax payment and online tax service and so on.
In addition, all difficulties, problems of enterprises and investors are solved drastically by the provincial People’s Committee through dialogue conferences. Support and development policies for enterprises are launched positively, administration reform work is improved significantly, online public services are deployed transparently on mass media and among others.
Business community pays much attention to launching measures of improving business and production environment, luring investment and enhancing the competition index.
