Ministry of Industry and Trade’s delegation survey the simplification of business conditions in Binh Duong

 On May 6, the delegation of Ministry of Industry and Trade worked with Binh Duong provincial Department of Industry and Trade to evaluate the effectiveness and propose reducing and simplifying business conditions in fields under management of Ministry of Industry and Trade.

In the period 2017-2018, Department of Industry and Trade cut down 25 procedures of enterprises in 3 sectors: electricity, consumer industry, and domestic goods transport. The process of practical application showed that most of the reduction and simplification of business conditions were appropriate and feasible. However, the impact of the cut did not met expectations of businesses, because when a ministry cut down, other ministries set conditions that were cut also. In addition, many regulations were still not specific and hindered businesses.

Assessing the feasibility of business conditions considered by  Ministry of Industry and Trade and related to 4 areas including: Food business; tobacco products, tobacco raw materials, machinery and equipment specialized in tobacco; wine business; chemical business, Department of Industry and Trade of Binh Duong said that there were some inappropriate contents compared with the actual situation of enterprises. Namely, in the field of chemical business, Ministry of Industry and Trade planed to abolish the condition that "Location and area of ​​warehouse must meet the requirements of national technical standards" or "Containers, packages storing chemicals must ensure environmental protection in accordance with laws”. This simplification had many potential risks, causing business insecurity.

Based on the analysis and evaluation of the reality, Department of Industry and Trade made suggestions to facilitate the state management process and bring benefits to businesses. The delegation of Ministry of Industry and Trade received opinions of Department of Industry and Trade and will study to advise the issuance of more feasible decrees, circulars and decisions.
