More support policies for human resource development needed

Binh Duong has well implemented the Prime Minister’s Document No.342/TTg-KGVX dated March 7, 2011 on taking human resource development measures in the 2011-2020 period. But, as a locality with many industrial parks together with a large number of laborers, the province needs to have more support policies for human resource development and training.

According to the province’s result of implementation of human resource development targets in 2014, the rate of public schools getting national standards was 58.92% of total, up 2.92% compared to the yearly plan. The province also generated jobs for 46,000 laborers and there were 66.7% of laborers trained. The rate of children under five with malnutrition was 9.4%, 0.3% lower than the yearly plan…

Phu Huu Minh, Deputy Director of provincial Department of Planning and Investment said that the province has excelled at realizing its plan on human resource development between 2011 and 2020.

For education-training sector, the province’s quality of education in the 2013-2014 academic year continued being improved. The local education-training sector also well realized vocational guidance and enrollment. Although the number of pupils in the 2014-2015 academic year increased by 27,000, the sector still ensured material facilities and teaching staff at the local demand for learning and teaching. The whole sector now has a total of 516 units.

Pham Ngoc Thuan, Deputy General Director of Becamex IDC said that his company over the past time made a survey on Binh Duong’s demand for human resources. And upon the real situation, Becamex IDC decided to build Eastern International University. He affirmed that the school has been promoted in accordance with development orientations of the province and the southern key economic zone.

Attaching special importance to vocational training, job generation

Nguyen Van Hiep, Principal of Vietnam-Singapore Vocational College said that since being upgraded, the school has continued receiving more investment from the Ministry of Labor, War Invalids and Social Affairs to improve its training quality, contributing to promoting human resources at the local targets on socio-economic development.

Since 2011, there have been 2,577 students graduating from the school. The school has also teamed up with more than 70 enterprises in and out of the province to generate jobs for 2,234 students. For better development, it has set up a project on hi-quality vocational school development till 2020 under the Prime Minister’s Decision No.761/QD-TTg dated May 23, 2014.

In terms of laborers and employment, the province in 2014 organized 27 job transaction sessions, absorbing 4,058 enterprises with the recruitment demand of more than 70,000 laborers. Around 37,000 laborers were offered jobs through the job transaction sessions.

Also in 2014, the province generated jobs for nearly 46,100 laborers, exceeding 2.4% of the yearly plan. There were 811 enterprises using foreign laborers with a total number of 5,018. The province also made the new granting and re-granting of work permits to 1,449 and 1,110 foreign laborers or 125% and 158% of the yearly plan, respectively.

More incentives needed

Binh Duong is one of localities with many industrial parks, absorbing investors at home and abroad. Thus, there is also a large number of immigrant laborers. Mr.Minh said that Binh Duong has spent 45%-50% of annual State budget on basic construction. In recent years, the province has given priority to spending State budget on education. And there is a great demand of infrastructure investment for schools, especially kindergartens and primary schools for workers’ offspring. But, the province is still facing the lack of investment capital for this field.

Another thing is that although the province has reached positive changes in the quality of laborers trained, there are some shortcomings for change.

According to Mr.Minh, the province needs to have more central policies supporting human resource development, giving priority to increasing State budget spending for education-training, especially paying attention to retraining human resources at the local socio-economic development. The connection of the central and local labor information system also need to be built to opportunely grasp labor demand and supply for common development…
