According to the Provincial Planning, Thuan An City develops with the nature and function of being one of the northern central sub-regions of the central urban area of Ho Chi Minh City - the northern gateway of Ho Chi Minh City to Binh Duong, Binh Phuoc, and the Southern Central Highlands provinces; a large-scale service-industrial urban area in the south of Binh Duong province; an important national and international traffic hub of the province and the region. In terms of scale, Thuan An City has a natural area of about 83.71km²; by 2025 there will be about 670,000 people; by 2030 there will be about 700,000 people, the urbanization rate is 100%.
The Provincial Planning orients the urban development strategy of Thuan An City in association with high-quality services, high-tech industry and environmental protection; prioritizes knowledge-intensive, scientific and technological service industries with high knowledge content; develops eco-tourism services associated with the development of Lai Thieu orchards. Besides, Thuan An City is restructured to develop into a key urban area of the province in terms of trade, services, and offices; with modern public transportation, on the basis of a civilized, green urban area along the Saigon River and canal system...

To realize the above goals, the Provincial Planning proposes solutions, including: Thuan An City overcomes bottlenecks caused by key traffic routes passing through the city; strengthens regional connectivity to increase urban attractiveness; develops river corridors to create model urban areas with high quality of life; at the same time develops mass public transport connecting with the center of Ho Chi Minh City, Bien Hoa (Dong Nai); develops smart urban infrastructure as the foundation for the digital economy era...
Mr. Nguyen Thanh Tam, Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Thuan An City, stated that the city will revise its local planning to align with the Provincial Planning. The aim is to review and adjust previously approved local plans to ensure consistency with the Provincial Planning. This will facilitate effective state management of planning and provide a foundation for the city to attract investment and implement the plans in line with the province's overall vision. Thuan An City is coordinating with departments and branches to implement many policies to attract investors to the city. Recently, the city collaborated with the Provincial Department of Industry and Trade to advise the province on relocating factories located outside industrial parks, which are scheduled to be relocated soon. This creates land space for localities to develop trade, services and urban areas. The city focuses on attracting a better-educated workforce to contribute to the development of Thuan An City in the new period.
In the future, Thuan An City will continue to invest in infrastructure to meet the criteria for urban upgrades. Namely, the city will build a dike along the Saigon River from Vinh Phu ward to the border of Thu Dau Mot city; build inter-regional Road No. 2 connecting the city's administrative center to the wards located west of National Highway 13 and a number of roads connecting the city's East-West axis. Regarding green tree development, the city calls for social investment in building parks and green trees at planned green park locations in the city... The city continues to call for investment in fields of high-tech industry, smart urban construction; building An Son urban area according to the ecological urban model; developing urban areas along Ho Chi Minh City Ring Road 3 through Thuan An City to form new urban development areas for the city in particular and Binh Duong province in general.
