New rural area spreading joy

Returning to Bac Tan Uyen district in the last month of 2022, we can sense the joy and excitement of the local government and people as 7 out of 8 communes have finally recognized as the new and advanced countryside.

To speed up construction

In 2020, Bac Tan Uyen district only had 2 communes of Lac An and Dat Cuoc, which met the newly enhanced rural standards and were completed by the district to propose the provincial People's Committee to consider and recognize it. Entering 2022, the district has officially marked an important milestone in the journey of building new countryside when it was recognized by the provincial People's Committee that 7 out of 8 communes met the new advanced rural standards.

Going back in time, after the two communes reached the new advanced rural criteria, in order to determine in a short time to bring the remaining communes to the finish line, the district accelerated the progress of new rural construction. Right from the beginning of 2020, the district has made specific plans in budget allocation for pivotal communes whose criteria were close to meeting the newly enhanced set of rural criteria. The capital in 2020 to implement the new rural construction program was more than VND 976 billion, mainly from the provincial and district budgets and partly from businesses and people in the area. In addition, the communes striving to meet the new-advanced rural standards have actively implemented the development of plans, propagated and mobilized the people in the area to follow with focus on mobilizing resources to fulfill the targets.

For example, Tan My commune in 2020 achieved only 18 out of 19 criteria not yet criterion 5 on schools meeting national standards. At that time, of 3 schools in the commune, only Huynh Thi Chau Primary School was recognized as meeting the national standard of level 1 in 2016. Immediately, the commune made efforts to build facilities for schools while calling for socialization contributions to invest in new construction and repair. As a result, in 2021, the commune has an additional school of Mang Non Kindergarten, which was recognized as meeting national standards of level 1. Tan My Secondary School was invested in building with 9 classrooms, 10 function rooms, 1 library – reading, helping Tan My commune dock in the newly improved countryside.

According to Thai Thanh Binh - Secretary of the district Party Committee and Chairman of the district People's Committee, cum Head of the Steering Committee for New Rural Construction of the district, in order to complete the task of bringing the commune to the destination of the newly enhanced rural area, localities have their own difficulties. However, thanks to the efforts of the whole political system and the consensus of the people, up to now, 7 newly-advanced rural communes have been qualified, contributing to the goal of building a new rural district according to the correct roadmap.

Rural changes

Getting back to Tan Dinh commune, we clearly saw rural traffic in new appearance as many red dirt roads have been replaced by spacious concrete roads, contributing to bringing Tan Dinh commune to gaining new and improved rural standards. Vu Thi Kim Phuong - Chairwoman of the commune People's Committee, said: "In 2020, the commune has not met criterion No. 2 in terms of traffic, criterion No. 16 on culture as over 200 roads are in the commune. In order to achieve an enhanced new rural commune, the district has paid attention to infrastructure investment. For easy-to-achieve criteria, the local people mobilized, but the most prominent was rural roads, demanding them to be united and willing to contribute to construction funds.

Indeed, not only did Tan Dinh commune have the opportunity to go to the communes that have met the new rural standards to raise the North Tan Uyen district, but the face of the countryside has changed markedly. Per capita income has increased significantly. Technical infrastructure and social infrastructure in rural areas are gradually upgraded. The system of schools, health stations, and culture is increasingly spacious to meet the requirements of socio-economic development. The essential works meet the requirements of production development and life of rural residents; and, the material and spiritual life of the people is increasingly improved.

New rural joy has really spread throughout the communes in the district in general and Tan Dinh commune in particular. Nguyen Thi Mien - a resident on the extended Branch 1 of Tan Dinh Road 52 (belonging to Bang Lang hamlet and Hamlet 3) excitedly said: “Since the construction of the new countryside, people's lives have been improved. Poor people were helped to repair their houses, cover health insurance, and receive vocational training. The happiest thing is that the traffic is now convenient without muddy and dusty status as before. As one of the poor households on this road, but when being called for contribution to building a new countryside, I still try to offer to funds to install rural lighting.”
