Nguyen Trung Tin, Head of provincial IPs Management Board: More and more intelligent, sustainable IPs developed

In 2024, Binh Duong province has quickly expanded the area of ​​industrial parks (IPs) under the approved plan. Talking to a reporter from Binh Duong Newspaper, Nguyen Trung Tin, Head of provincial IPs  Management Board said that in order to attract many large enterprises and multinational corporations, Binh Duong is accelerating the progress of developing IPs infrastructure as planned; giving priority to the development of high-quality IPs to create new growth drivers.

- Binh Duong currently has many Ips that have become brands, helping the province attract many large enterprises and multinational corporations. As of now, what have been the results of implementing the construction of the local IPs?

- The total number of IPs planned in the province is 33, accounting for 7.9% of the total number of IPs in the country with a total planning area of ​​14,790 hectares. Among them, 29 IPs belong to provincial IPs Management Board, with a total area of ​​12,662 hectares. There are 28 IPs in operation, with a total area of ​​11,962 hectares.

With 28 IPs in operation and the occupancy rate of over 93%, Binh Duong has become a locality with the highest IP occupancy rate in the country. In 2024, Binh Duong has quickly expanded the area of ​​IPs as planned. After provincial People's Council approved the project of VSIP III in the phase 2, with more than 800 hectares and Cay Truong IP with 700 hectares, these IPs are completing infrastructure facilities, being ready with clean sites to welcome new capital flows. Along with that, the province will re-plan existing IPs to increase land use efficiency, expand a number of new IPs... Along with existing IPs, the new ones are expected to become a new growth driver for Binh Duong.

- Could you tell us about orientations for building and developing Binh Duong's IPs in the new period?

 - Under the Government’s Decree 35, the construction and development of the province's IPs will be more intensive. The province is focusing on establishing a sci-tech IP with ​​400 hectares in Bau Bang district while researching plans to upgrade and convert existing Ips into auxiliary, ecological, innovative, urban and service IPs in line with the new orientation of Binh Duong urban area.

Currently, Binh Duong is setting up provincial planning for the period of 2021-2030, with a vision to 2050. It is expected that the province will continue new investment and expansion of existing IPs towards higher standards of sci-tech and environmental protection; attach special importance to attracting industries that bring high added values and meet the increasingly strict standards of international investors. The recent establishment of VSIP III demonstrates the local determination in building a new industrial ecosystem. Currently, province-based IPs are also aiming at attracting investment in depth towards smart and sustainable development.

- How does Binh Duong prepare land fund for IP development when the occupancy rate of the local IPs is quite high?

- The current land fund of the local IPs has achieved a fairly high occupancy rate. The province is accelerating the progress of building IP infrastructure as planned. Currently, the province is well preparing conditions to satisfy investors' needs in order to enhance cooperation efficiency and be proactive to welcome new FDI capital flows.

To promote business and investment opportunities of FDI enterprises coming and sticking with Binh Duong, in the period of 2023-2025, Binh Duong will invest in 10 IPs, with a total area of ​​about 3,154 hectares. In the period of 2026-2030, the province will invest in 19 IPs with a total area of ​​about 5,537 hectares. This includes continuing to fully invest in the IPs of the 2023-2025 period with an area of ​​about 2,063 hectares and new investment in additional 9 IPs with an area of ​​about 3,474 hectares.

In the immediate future, the province urgently perfects IPs,  namely Bau Bang, Cay Truong, VSIP III..., to diversify and best serve the needs of investors. In addition, Binh Duong further upgrades and expands important traffic routes such as National Highway 13, belt roads 3 and 4 of Ho Chi Minh city and many other routes, not only enhancing connectivity, but also flexibly connecting outside, to the southern key economic region.

- What plans are province-based IPs pursuing to proactively attract quality and effective investment capital?

 - Binh Duong aims at developing sustainable IPs under the "3 in 1" model of industrial parks - urban areas - service zones with a synchronous and modern technical and social infrastructure system. .Therefore, Binh Duong has built many preferential policies and mechanisms to support investment in the local IPs while actively supporting the removal of obstacles in land procedures for secondary investors. In the coming period, the work of attracting investment into the local IPs will be more selective towards specialized, ecological and smart development and will create new attraction. The local existing and new IPs are having many solutions to improve competitiveness and attractiveness to take advantage of the increasing demand of investors.
