By the motto of “joint efforts of the State and the public”, the movement of rural traffic construction and urban area justification in Binh Duong Province has ever since 2009 effectuated over 2,100 constructions covering nearly 1,250 kilometers of roads and streets connecting local traffic system of hamlets and communes to the Southern major economic zone and national traffic system. Upholding the motto of “knowing, discussing, and inspecting” by the public, many localities have searched for new methods to reduce investment costs and increase shelf life of the constructions to accelerate urbanization.
Traffic building to become urban zones
To effectuate the movement of rural traffic construction and urban area justification, Binh Duong Provincial authority has creatively made use of the decisions by combining the movements with national pivotal programs in a bid to promote the modernization of agriculture and urbanization of rural areas to make Binh Duong Province type-I urban province under central government’s management before 2020. On December 16, 2013, Binh Duong Provincial People’s Committee issued Decision No. 3247/QD-UBND on approving general planning of traffic and transportation system of Binh Duong Province until 2020 and orientation to 2030.

Under the Decision, rural traffic constructions, from now on, will be newly engineered including communal roads which are proposed to be at level VI (5.5m surface width, 8.5m foundation width, both-side 1.5m pavements reinforced by 1.5m corridor, 4m protective corridor for both-side, 20m road building line)
Various creative methods
Mr. Doan Hong Tuoi, Deputy Chair of Tan Uyen Town People’s Committee, was delight to inform of 149 rural traffic constructions covering 380 kilometers and VND 98 billion from 2009 to 2013. It was well established for such amount to gain very well outcome for public welfare. Tuoi shared the method used in Tan Uyen: Tan Uyen Town is in the stage of urban development. Learning from 10 years of rural traffic construction and urban area justification, Tan Uyen Town authority has implement the planning for new constructions of road width assurance integrated into other infra-construction of drainage and lighting, i.e. rural traffic construction is included to general planning before implementation without overhastiness.
Accordingly, the town authority carried out standardized site clearance before implementing simple structure of aggregate and red-stone in pending for good conditions of administer asphalt at the same time with other construction items. By rational calculation and investment allocation, Tan Uyen Town has been transformed to a locality of rapid urbanization.
In the meantime, Dau Tieng District authority has determined to the motto of “knowing, discussing, and inspecting” by the public during the process of rural traffic construction. Mr. Nguyen Phuong Linh, Deputy Chair of Dau Tieng District People’s Committee evaluated that the solid materials would be costly to rural traffic constructions regarding the unused and wasted materials. Accordingly, locally available materials have been used to substitute such costly materials provided that the site clearance has been for temporary use. Local people have uphold this method to build up rural traffic roads before administering asphalt or concrete.
To continue with infra-construction completion
Being split from Tan Uyen District, the new Bac Tan Uyen District has been invested with technical facilities to be able to catch up with general development rate of the province. Currently, functional zones including industrial clusters and parks, residential housing, areas, resettlement zones, etc. have been planned in detail including the general planning for socio-economic development of Bac Tan Uyen District until 2025, the planning of administrative center and resettlement zone of Bac Tan Uyen District, the planning of commercial housing, residential and resettling areas, the planning of 10 new rural communes, etc.
Bac Tan Uyen District currently has 494 roads covering totally 535 kilometers, of which, 4 provincial roads cover 73 kilometers, 10 district roads 59 kilometers, and 11 steel-reinforced concrete bridges. Traffic infra-structure basically service local welfare. Asphalted roads are accounted for 26.7% while the remaining roads are covered with red-stone and dirt clay. Besides, the major traffic routes of Binh Duong Province passing through Bac Tan Uyen District have connected Bac Tan Uyen District to Tan Uyen Town and the neighboring localities.
Mr. Nguyen Ngoc Hiep, Deputy Chair of Bac Tan Uyen District People’s Committee informed that Bac Tan Uyen District, for the time to come, would gather all resources for socio-economic development from 2015 to 2020 in synchronous, sustainable, and thorough manner. Accordingly, the district authority would continue promoting economic structure transition and develop the industry along with the planned services, urban areas, and residential areas. Agriculture and rural areas would be gradually industrialized and modernized with high-tech application. Concurrently, agricultural production areas will be stabilized to create quality products which are capable of competition in the market. The district authority will also promote investments into modern socio-economic infra-structure development. Economic growth integrated to sustainable socio-economic development will be maintained.
Since 2009, 2,102 constructions covering 1,249 kilometers have been implemented with total investment of VND 1,530 billion, of which, VND 211.79 billion has been contributed by the public in cash, land donation, and architecture construction. Investment scale and quality of rural traffic construction and urban area justification have been elevated. Asphalted and concrete-built roads are accounted for 47.6% of traffic constructions, contributing to appearance improvement of Binh Duong Provincial urban areas, contributing to socio-economic development of rural areas and intensifying the connection of rural areas to urban zones while creating foundation for national pivotal programs of new rural area construction.
