Taking people as the center of all strategies, the province's policies to attract investment have always stuck to that humanity as a guideline for all actions, creating a complete ecosystem in terms of health, culture, education, trade and services..., serving people, investors, and employees. From the Smart City project strategy, the province has implemented many programs to reform administrative procedures, apply information technology in management towards a pure government for the people.

The application of information technology in administrative reform has contributed to enhancing the efficiency of services. As a leading locality in terms of one-stop administration, Binh Duong has created favorable conditions for all-level authorities and sectors to have good coordination in solving problems so that projects can be quickly deployed, put into production and business. In addition, the province has built up a service-oriented, friendly working manner that is highly appreciated by people and businesses. The province has also deployed the 1022 switchboard and social networking systems (Zalo, Facebook ...) for people and businesses to directly connect with the government 24/7, thereby creating close contact between the sides.
Worth-living city
In the planning work, Binh Duong has set up green industrial parks, interwoven with urban, commercial and service areas... This helps the province form up a network of new residential areas that promote trade and services around industrial parks, while ensuring the quality of life for investors and the benefits for residents in the planning area as well as employees. Especially, for social housing projects, the province has set up 64,000 apartments and 30,000 houses for 254,000 people, contributing to the local process of sustainable urban and industrial development. Over the past time, this model was also replicated by many other provinces and cities.
Along with that, Binh Duong has focused on building and developing a smooth infrastructure system, especially inter-regional traffic infrastructure such as upgrading the National Highway 13, the My Phuoc - Tan Van expressway; setting up a camera system to monitor traffic management, a non-stop automatic electronic toll collection system, an energy storage system at intersections with traffic lights...
For smart city building, the development of a modern public traffic system is an important solution, in which the province has focused on developing the 4.0 technology bus system. Tokyu bus routes are in the vanguard in developing a convenient, modern and environmentally friendly public passenger transport network, contributing to facilitating people's traveling. This is an important criterion for smart city. Nguyen Pham Xuan Trang, a student at Eastern International University, shared: “I often take the bus from home to Eastern International University, which is very convenient, civilized, and safe…”. Developing a bus system not only brings many conveniences to residents, is but also an important step to solve the traffic problems of Binh Duong smart city in the future, bringing high values and quality of life.
In order to improve the quality of people’s life, the province has implemented many forms, creating many useful playgrounds in association with industrial and urban zones, contributing to creating a sustainable living environment, helping businesses and people live and work better.
Many projects on smart lighting and energy saving have been implemented by the local government and businesses. Typically, the province has installed a LED lighting system in Di An or put more than 6,000 smart LED bulbs into operation in the new city, My Phuoc - Tan Van expressway and industrial parks; deployed broadband to ensure connection of IoT systems across the province...
In addition, geographic information system (GIS) and specialized software for construction are developed based on the three-side linkage model between the Department of Construction - VNPT - Ho Chi Minh City’s Polytechnic University. The system has been completed and put into use. The objective of the project is to build a spacial database and an application software system to support data exploitation to serve State management in construction planning and urban technical infrastructure. Up to now, the project has successfully created a geographical information system specialized in construction. The system is installed on the shared data center of the province and provides data services at www.gisxd. binhduong.gov.vn. The volume of digitized data is very large, including 1 provincial overall plan, 13 urban master plans, 41 zoning plans, 46 new rural plans and 302 detailed plans across the province; more than 5,000 construction works and related documents; data on planning and current status of minerals as building materials. Besides, a large volume of technical infrastructure data in the whole province has also been collected, standardized and stored in the systems of electricity, water supply and drainage, telecommunications, lighting, urban environment... All aim at better serving people.
