Binh Duong Customs Department has been equipped with a portable container scanner by General Department of Customs for goods screening and inspection quickly, conveniently and economically. Portable container scanner also contributes to improving the capacity and performance of customs officers, thus effectively preventing trade frauds.
To be quick, economical
Nguyen Anh Tuan, Head of Import-Export Department of 100% Japanese-invested Maruchi Stell Company located in Di An town, said: "Our company was established over 20 years ago. The company has only carried out customs procedures at Binh Duong Customs, because of convenient roads. Besides, Binh Duong Customs officers are always dedicated, supportive, helped and guided us through the implementation of regulations and procedures. For example, because customs regulations are constantly changed, we asked customs officers about what we don’t understand and received satisfactory answers".
According to Mr. Tuan, it is important that Binh Duong Customs attaches great importance to the efficiency and cost saving for enterprises through constantly updating and applying new technologies to shorten the time and save expenses for enterprises. This is evident through the application of electronic declaration in lieu of paper records; e-customs clearance and goods inspection by portable container scanning that help businesses save much time and money.

The mission led by Director of Royal Customs of Cambodia visit, learn from experiences of container scanner in Binh Duong Customs.
Nguyen Van Ngon, Director of customs branch of Import-Export Management outside industrial zones, said that 100% of enterprises applied customs declaration via automatic customs clearance system and national OSS system (VNASS/VCISS). Before the application of mobile container scanning, inspection activities of the unit was very time-consuming and costly, because customs officers had to opens s packages and containers to check each section according to records. At present, it takes only 3-6 minutes to complete the procedure with very accurate results, except for cases when the actual inspection is required, the inspection must be conducted in order to ensure the strictness of laws.
Transparency, modernization
Due to the proposal of Binh Duong Customs Department, General Department of Customs handed over Rapascan Eagle M60, a portable container scanner manufactured by the UK, provided by Gtel Trading and Technical Service Joint Stock Company, 10-year warranty. According to the manufacturer, Rapascan Eagle M60 portable scanner is more modern, smarter, and longer in duration. Prior to handing over the device, the manufacturer and importer provided training, technology transfer, operation methods, maintenance for Binh Duong customs officers.
Speaking at the reception of this scanner, Nguyen Phuoc Viet Dung, Director of Binh Duong Customs Department, thanked the attention and support of Ministry of Finance and General Department of Customs. Binh Duong Customs Department had selected many officers for training to acquire and operate this device. This scanner was handed over to ICD Song Than customs branch.
Up to now, Binh Duong Customs has been invested in 2 portable containers and other modern devices, such as online surveillance system, information technology infrastructure... Thus, it is very convenient for the transportation, inspection, screening of import and export goods of provincial industrial zones, because the scanners are located in main roads such as Highway 13, DT743, where gather many industrial parks, are convenient for traffic.
As the manager and operator of a portable container scanner, Mr. Ngon informed that in addition to this scanner, there was electronic weighing system for monitoring and inspection in order to effectively prevent false declarations, commercial frauds, such as incorrect declaration of quantity and type of goods. Thanks to this system, customs officers combined the electronic scales to determine the volume with the scanner, thus discovering fraudulent cases. In such cases, customs officers carried out actual inspections.
9/9 key tasks completed
Thanks to the support of all levels and sectors, including customs, in November, 3,519 enterprises went to Binh Duong Customs to carry out procedures, opened 212,776 declarations, increasing by 13.69% over the same period in 2017. In total, in the first 11 months of 2018, there were 5,842 enterprises coming to Binh Duong Customs, increasing by 6.04%; opened 13,740,500 declarations, up 13.11% over the same period last year.
Regarding budget collection, Binh Duong Customs Department collected VND13,477 billion, reaching 104.47% target assigned by Ministry of Finance (VND12,900 billion), reaching 103.67% target assigned by Provincial People's Council. This result also completed 99.83% additional target of VND13,500 billion (1st time) assigned by Directive 555/CT-TCHQ dated 26 Jan 2018 of General Department of Customs, reaching 97.66% additional target of VND 13,800 billion (2nd time), reaching 95.58% additional target of VND14,100 billion (3rd time) according to Official Letter 6905/QD-TCHQ dated 23 Nov 2018 of General Department of Customs; up 12.74% over the same period last year (VND11,953 billion).
Mr. Dung said that 5 out of 8 customs branches had achieved tax revenue targets in 2018, including customs branches of Import-Export Management outside industrial zones, Thu Dau Mot customs, My Phuoc customs, Viet Huong customs, Binh Duong General Port customs. Leaders of the Department timely congratulated, praised efforts, achievements of these units. Overall, 9/9 key tasks and 320 work plans in 2018 of Binh Duong Customs were completed.
