To enhance provincial competitiveness index (PCI), Binh Duong province has implemented comprehensively and constantly many measures in order to improve PCI not for rankings but for business environment improvement, facilitating investors in Binh Duong.
Favorable changes
Binh Duong PCI increased from 30 to 27 in 2014. This position came from great efforts of agencies, sectors, localities to improve PCI elements, especially, 5 key indicators of market access, labor training, business assistance, transparency and time costs.
In 2013, PPC issued Decision No. 1390/QSS-UBND dated June 11th 2013 regarding the approval for PCI improving project. Some units fulfilled plans to implement sectorial project. Namely, provincial Customs Department developed plans and solutions for customs work; Public Security developed plans for PCI improving project for police sector. In addition, some sectors built up their own plans, programs to improve PCI, such as: People’s Procuracy, Department of Trade and Industry, Department of Natural Resources and Environment...

While carrying out the project, Binh Duong has achieved many good results, namely: enhancing administrative procedures reform, bettering management capability, managing and providing information, public administrative services, facilitating individuals and organizations to access information of development orientations, strategies, and plans. All levels in the province have solved administrative procedures according to linking one—stop model at files receiving and returning divisions.
Binh Duong has also implemented actively measures to improve access to land and land use stability. Accordingly, the province completed land-use planning at all levels in the province until 2020. Regarding land compensation, clearance to implement the project, the province has cooperated with investors and involved organizations to disseminate the Party’s guidelines, the State’s law on compensation and resettlement.
To keep improving business environment
As a strong industrial province in top localities of investment attraction, Binh Duong province has paid much attention to improving business environment for all investors. This is one task of the project. The province opened dozens of training courses, disseminated regulations, tax policies for nearly 13.340 businesses. Simultaneously, dialogues with businesses were organized for companies within and outside industrial zones, in clubs, associations of foreign investors in order to address timely difficulties of enterprises in business activities.
Binh Duong has also provided public services for businesses, such as: providing market information on land prices, legal counseling, resources and environment monitoring service, measurement and mapping service…; updated business information on official websites of agencies to widen trading of businesses.
In the coming time, Binh Duong will implement new targets to further improve PCI components. At the meeting between PPC and related agencies, Mr. Tran Van Nam, Chairman of PPC, emphasized, PCI improvement was not about ranking but was to better business environment and assist businesses. Thereby, companies will be more confident to choose Binh Duong as an investment destination.
