The provincial People's Committee has just issued Decision No. 31/2017/QD-UBND stipulating a number of preferential policies for development of collective economy in Binh Duong province in 2018-2020. The Regulation shall apply to people's credit funds and cooperative groups operating under the Law on Cooperatives in 2012, to members, founding members, organizations and individuals wishing to set up and join the cooperatives, and State management agencies in charge of cooperatives in the province.
Accordingly, Decision 31/2017/QD-UBND regulates and supplements a number of policies to support and encourage the development of collective economy in the province on the establishment of new cooperatives and cooperative unions under the Law on Cooperatives in 2012; to set up new cooperative groups; to reorganize the operation of cooperatives and unions of cooperatives; to support agricultural extension; to support the application of science - technology and new technology; to support for land, financial and credit incentives; to provide seed, forestry and fishery support in the fields of cultivation, husbandry, forestry and fishery when facing difficulties due to natural calamities or epidemics; to support infrastructure investment; to support policies on scientific and technological application and new technologies. The Science and Technology Development Fund shall allocate funds to support cooperatives and unions to renovate and apply the technology and notify the implementation results to state management agencies.
The Decision takes effect from January 1, 2018 and replaces the Decision No. 31/2009/QD-UBND dated May 15, 2009 of the provincial People's Committee promulgating the Regulation on a number of supporting policies to encourage the development of cooperatives in Binh Duong province and Decision No. 51/2012/QD-UBND dated 26-11-2012 of the provincial People's Committee on amending and supplementing some articles of the Regulation on some policies to support and encourage the development of cooperatives in Binh Duong province.
