Prolongation of construction time of electricity grid works not only increases investment cost but triggers shortage of power for production and socio-economic development in the Southern key economic zone. This status' reason, according to investors, lies in uncooperativeness of affected people and the investors ask for assistance from functional agencies.

accounting for 1.2% of natural land, equivalent to 2,780 ha.Difficulties from regulationsReportedly, among 5 high-voltage grid works invested by Electricity of Vietnam (EVN), both 5 works are under slow progress of construction. According to the EVN, the reason of slow progress lies in uncooperativeness of affected people. Among of these, a 220kV work in Thu Dau Mot city has yet to be started. To solve this status, the investor, asked "the provincial People's Committee should spur promulgation to raise people's awareness on responsibility, issue sanction documents as well as solve seriously violations of high voltage grid safe corridor".To make the mentioned petition clearer, rep of EVN National Power Transmission Corp (EVN NPT) explained "We have had a grid planning and projects underway and implemented all ways. The final measure is that Binh Duong provincial People's Committee needs to set out sanction decisions or ask assistance from inter-sectoral forces". Overcoming difficulties will solve problemsIn the face of petitions and suggestions, the provincial People's Committee chairman Le Thanh Cung explained "Binh Duong has over years implemented many programs and projects of compensation and site clearance with a large scale and reached many successes. Problems of uncooperativeness related to compensation should be solved carefully. In reality, we have encountered problems related to many households and companies, so if using tough measures will cause unpredictable consequences. If we put ourselves in people's place, learn about their aspiration and find out many measures, it is sure that people will support us". Meanwhile, the provincial People's Committee vice chairman Tran Thanh Liem, said "All of us have responsibility to obey and execute legal regulations seriously. However, in reality, Decree 80 issued in 1993 now has some articles unsuitable to reality. For instance, a compensation of 60-70% of agricultural land price for urban areas is a low level. In this case, we should find out measures to win people's trust".And, one of measures set out at a conference is that a chicken farm is allowed to locate under electricity grid corridor at Dau Tieng district. However, owner of this chicken farm must ensure safety as stipulated. In addition, an inspection delegation paid a survey to check safe standards. Le Thanh Cung added that in principle, land lots are allocated to businesses and industrial parks for management, local administration can not interfere. However, to create advantages for both investors and companies, the local People's Committee willingly incur costs related to land withdrawal.
