Promoting sci-tech enterprises’ development

Binh Duong has made significant efforts to implement policies promoting the development of science and technology (sci-tech) enterprises, greatly contributing to helping them improve productivity, product quality and promote their brands.

Actively supporting enterprises

Binh Duong has further strengthened investment activities, providing support to enterprises in carrying out research and development (R&D) activities, improving technologies and management capabilities, advancing to higher levels in the value chain, creating new products and services.

The province is home to 8 sci-tech enterprises. With outstanding achievements in research, application of modern technologies towards sustainable development, Biwase Joint Stock Company of Environment, Science and Technology (Biwase ETS) was recognized as a sci-tech enterprise in October 2024, with a topic on "Technology for producing fertilizer from household waste transferred from Binh Duong Water and Environment Corporation (Biwase)”. Biwase ETS is a leading unit in the field of environmental treatment in Binh Duong. It is the managing entity of the Binh Duong Waste Treatment Complex, covering over 100 hectares in Ben Cat city’s Chanh Phu Hoa ward. This complex is designed as a "resource regeneration center" with modern treatment technologies, operating under the circular economy model, where waste is effectively recycled and reused, creating valuable products that contribute to both production and daily life.

Currently, Biwase ETS is responsible for processing all household waste from urban areas, industrial zones and residential areas in Binh Duong, with an average waste volume of over 2,300 tons per day, providing stable employment for 1,400 workers. The treated waste is converted into compost, concrete, concrete products, cement and gypsum. Over the past years, the company has continuously invested in research and application of new technologies, with a notable project being the "Household waste treatment with automatic sorting and recycling technology to separate organic waste, recyclable waste and non-degradable waste". The company currently operates four compost production plants with a total capacity of around 200 tons per day, producing 16 types of organic fertilizer under the Elephant brand, which have been certified as sci-tech products. Through the application of sci-tech advancements, organic waste is transformed into compost, effectively serving agricultural production.

Ngo Chi Thang, Director of Biwase ETS stated that after many years of taking on the task of waste treatment for the province, the company realized that this field has a lot of potential for science and technology development. Over the past time, the constantly carried out research and applied sci-tech advancements into the waste treatment process, focusing on recycling and reusing waste to create useful products. For waste that needs to be disposed of, the company has also conducted research to find the most effective treatment methods. Currently, for various types of waste such as household waste, non-hazardous industrial waste, medical waste…, the company is conducting research to develop valuable products during the treatment process.

"In 2011, Biwase ETS applied Finnish technology, including the use of microbiological and automation technologies…to successfully produce high-quality fertilizer at standards set by the Ministry of Agriculture and Rural Development. Its products are produced through an automatic sorting process, meeting each stage of plant growth and being suited to the climate and soil conditions of each region, reducing costs, improving production efficiency and product quality. So far, its products introduced to the market have met the quality standards of the Ministry of Agriculture and Rural Development", said Mr. Thang.

Numerous incentive policies

According to current regulations, when an enterprise is recognized as a sci-tech enterprise, it is eligible for several preferential policies related to taxes, land, credit, R&D support, including corporate income tax exemption, credit support, land rental reduction and R&D support. Specifically, enterprises are exempt from corporate income tax for the first four years after generating taxable income, with a 50% tax reduction for the following nine years. A preferential tax rate of 10% is applied for a period of 15 years. Enterprises are also given priority in obtaining low-interest loans from the Sci-Tech Development Fund or commercial banks in this sector. Sci-tech enterprises are exempt from land rental fees and water surface lease fees for the entire project cycle. Additionally, sci-tech enterprises receive support for researching, testing and transfering technologies from national programs.

So far, Binh Duong has established an innovative startup ecosystem, with enterprises at the center of sci-tech application and product development. Province-based universities have also actively upheld their role in sci-tech research and application development through organic links between schools and enterprises, based on shared responsibilities and mutual benefits.

In addition, the province's sci-tech sector has organized numerous training seminars on policies and legal documents related to sci-tech, innovation, technology management for investment projects and high-tech zones. They include the Government’s Decree No. 119/1999/ND-CP on financial policies and mechanisms encouraging enterprises to invest in sci-tech activities; the Prime Minister’s Decision No. 12/2023/QD-TTg on granting technology transfer certificates; the Prime Minister’s Decision No. 33/2023/QD-TTg on the procedures for inspecting the quality and value of machinery, equipment, technology lines... These initiatives provide an important foundation to encourage enterprises to invest in sci-tech activities, aiming at innovating, improving and enhancing product quality and the efficiency of production and business activities.

The Government has issued the Decree No. 119/1999/ND-CP on certain policies and financial mechanisms to encourage enterprises to invest in sci-tech activities. This includes a policy that supports enterprises with up to 30% of the total funding for research projects that create new technologies in sectors prioritized and encouraged by the State. These projects may be carried out by enterprises or in collaboration with scientific institutions.
