Province realizes the semiconductor industry development strategy

Developing the semiconductor industry has become a key focus for Binh Duong in this new period. The province is preparing concentrated information technology and high-tech zones to attract investment in this sector.

Prepare good infrastructure

According to the Binh Duong Provincial Planning for 2021-2030, with a vision extending to 2050, the semiconductor industry is set to become a key focus for Binh Duong in this new era. With the implementation of steps to build a concentrated information technology park and a 220-hectare high-tech park, Binh Duong is preparing infrastructure to welcome high-tech and semiconductor industry investors.

Mr. Tran Hung Dao, Deputy General Director of Foster Electronics Vietnam Co., Ltd., stated that Binh Duong's investment in developing high-tech industrial parks aligns well with the growth direction of Foster Group. The company plans to invest proactively and expand its production in Binh Duong to seize new opportunities. They are currently preparing resources and capital, while also leveraging the group's overall ecosystem, to advance new software technology. Specifically, in the era of Industry 4.0, the group is planning to diversify its production fields, adopt new technologies, and launch innovative products to meet the rising demands of customers.

Dr. Tran Nhan, co-founder and technical director of Nanochap Electronics (Australia), said that in the entire semiconductor industry chain, Vietnam only participates in two stages in the middle: design and packaging. These two stages are mainly practical and have not yet participated in key stages such as architectural design, production or commercialization.

“To build a complete semiconductor industry chain requires many important factors. In particular, Binh Duong must have high-quality and sustainable human resources with inheritance, modern and stable infrastructure, clear, transparent and streamlined working processes and policies. Binh Duong has strengths in its policies and infrastructure, but it faces challenges due to a lack of high-quality human resources. In the short term, the region can attract skilled professionals from other areas by offering competitive remuneration packages. However, for long-term success, it is essential to invest in training for succession planning. Initially, these trained individuals can engage in design, testing, and packaging, similar to existing companies in Vietnam. To fully participate in the semiconductor industry chain, however, it is crucial to establish chip manufacturing plants within Vietnam.," Dr. Tran Nhan proposed.

Begin with high quality human resources

Mr. Nguyen Loc Ha, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, affirmed that Binh Duong continues to create an open investment environment, quickly resolve administrative procedures, and support high-tech enterprises. Binh Duong will complete the connecting infrastructure, quickly resolve administrative procedures, customs procedures, support policies for high-tech enterprises, attract and train high-quality human resources... to meet the needs of high-tech industries, including the semiconductor industry.

Binh Duong has asked universities to develop human resource training projects to meet the development requirements of the new stage. Dr. Tran Nhan added that there must be collaboration between universities, research institutes and companies providing design software, because the prices of this software are very expensive. In the near future, the aim is to establish coordination between universities, research institutes, and chip factories worldwide, followed by collaboration with domestic factories. This will enable research students to produce and test their design ideas, enhancing their knowledge and skills in the process. Ultimately, this initiative will help cultivate a team of high-quality engineers capable of establishing purely Vietnamese companies to commercialize the chips they develop.

According to Dr. Ngo Minh Duc, Principal of Eastern International University (EIU), EIU has cooperated with many research centers and businesses in the region to create internship opportunities and learn from real working environments for students. Their training programs also integrate modern technologies, automation and the Internet of Things (IoT) to help students prepare for the future and adapt to work immediately after graduation. To train human resources to meet the new growth approach, students are equipped with skills such as technology application, critical thinking and creativity, meeting the human resource needs of the creative industry.

According to Dr. Pham Tuan Anh, Director of Binh Duong Smart City Office, in the current context, training and developing high-quality human resources has become a core factor to realize the new growth strategy. In particular, human resources in Binh Duong not only need to meet the requirements of digital transformation and Industry 4.0 but also need to possess modern skills such as creative thinking, technology and foreign language skills to be able to integrate internationally and become global citizens.
