Trade development in rural areas
Commercial development in rural areas aims to improve living standards, create jobs, reduce poverty, narrow income gap and living standards between people in rural and urban areas are the targets of many localities. Specifically, Tan Uyen town focused on commercial infrastructure development through calling for investments and socializing investment in markets. Currently, the town has 11 markets and is investing, building 7 markets and market town projects. In the first 6 months of 2019, total retail sales of goods and consumer service revenue of this town was estimated at VND 5,210 billion, up 20.6% over the same period and reaching 49.86% of the annual target. This shows that trade and service sector here has prospered.

Similarly, Thuan An town has been upgrading and changing the appearance of traditional markets to become commercial civilized markets meeting consumers' interests and health. People's Committee of Thuan An town focused on propagating and disseminating laws, and has mechanisms and policies to encourage the implementation of food safety criteria... Since then, the awareness of the owners of production facilities, small businesses in markets have had many good changes. This is the foundation for the successful implementation of commercial civilized markets in the area, and is currently piloted at Hai My Market, Phu Phong Market. In the coming time, this model will be expanded in the central market of Thuan An town and some other markets in the province. The town also has 24 markets built according to plan, 2 big trade centers, and many big and small supermarkets.
The construction of commercial civilization in markets contributed to building civilized lifestyle and cultural life in the town, because markets are places not only to buy and sell goods but also to show the attitude and behavior of sellers and buyers in a polite and cultural way. Thuan An town People's Committee directed localities to be actively and drastically in the re-establishment of urban order, especially focus on clearance of spontaneous markets, facilitate business of small traders in stable markets. Therefore, it was favorable as encouraging small traders and market owners to implement civilized business. To gradually improve commercial infrastructure
Trade - services is determined to be an advantage to promote local economic development. Therefore, in recent years, Department of Industry and Trade together with provincial localities have carried out many appropriate measures to attract investments and encourage businesses and households to develop trade fields. Accordingly, the authorities focused on propagating and encouraging business units to comply with laws, actively collaborate with Provincial Market Management Department to improve the inspection of counterfeiting goods. As a result, the quality of services and trade in the area has been increasingly improved, service type developed rapidly and diverse with the participation of many economic sectors.
In order to achieve the goal of 2020-2030 period to make trade sector become a leading economic sector of the province, in the coming time, industry and trade sector will continue to create good conditions for all economic sectors to participate in developing trade and service activities; encourage modern business types such as trade centers, convenience store chains, online sales, vending machines, etc. to improve the quality of human resources; complete the wholesale and retail trading system to be suitable to each market type; market linkage and trade promotion; mobilize investment resources, gradually improve commercial infrastructure towards civilization and modernity.
In order to contribute to improving the competitiveness of traditional markets as well as strengthening state management on food safety and urban civilization at traditional markets, in early 2017, Thuan An town planned to build a model of commercial civilized markets throughout the town in the period of 2017-2020. The town People's Committee chose Hai My Market (Binh Chuan ward) and Phu Phong Market (An Phu ward) to develop this model.
