By the beginning of July 2015, many important indicators of provincial customs rose, namely, the number of registering businesses; the number of customs declarations; import-export turnover; budget revenue… increased 9-23% over the same period last year. This proved that provincial economy continued to grow stably. Mr. Nguyen Truong Giang, Deputy Director of Binh Duong Customs Department, said, due to these positive results, the sector had put more effort into consolidating forces, promoting reforms – modernization, assisting businesses in order to increase investment attraction.
Many indicators rose
At the end of the second quarter 2015, the number of businesses, the number of declarations, budget revenue, and import-export turnover increased obviously compared with the last year. Namely, the number of registering businesses was 3,396 (increasing 9.02%), including 1,946 provincial businesses (increasing 8.23%), and 1,450 businesses outside the province (increasing 10.1%); the number of declarations was 359,405 (increasing 23.05%); budget revenue rose 11.73%; import-export turnover increased 21.93%.

Direct dialogue between customs and businesses helped in removing difficulties,
facilitating customs procedures process of businesses.
In the first 6 months, import-export turnover reached $12.3 billion including $6.9 billion of exports, and $5.3 billion of imports, increasing 24.47% over the same period in 2014. The province continued to achieve a trade surplus of $1.6 billion.
According to Mr. Nguyen Truong Giang, the sector will focus on consolidating forces, staff towards “Professional - Transparent – Effective”; promoting administrative procedures reform; providing information for businesses in the province, facilitating registration of businesses at provincial customs branches.
The sector will also remove difficulties of enterprises, avoiding good holdup affecting business activities; facilitate online customs registration through VNACCS / VICS; encourage business investment. Binh Duong Customs will also put forward measures and implement action plans to collect budget revenue according to the Decision 03/QD-HQBD dated January 6th 2015; coordinate with relevant agencies to collect taxes through VNACCS system.
Transparency in operations and activities
One fundamental task ensuring a stable investment environment is to implement effectively the Government’s commitments in the international economic integration process, such as: securing intellectual property rights of brands, products. The sector usually updates new documents about intellectual property rights issued by General Department of Customs, transfers information to branches in order to update knowledge of officials.
In the second quarter of 2015, Binh Duong Customs received 41 information documents on intellectual property rights from Management Supervision Bureau, including 26 records requiring examination, 7 records requiring extension, the remaining were additional surveillance information. The sector carried out seriously inspection of 3,599 customs declarations, 2,169 containers, and 1,866 trucks with an average speed of 6 minutes / container.
To implement the directive of Ministry of Finance, General Department of Customs, and PPC, Binh Duong Customs publicized administrative procedures at customs clearance locations to assisting customs declarations fulfillment. The department also developed a good relationship between customs – businesses; enhanced propaganda of policies and laws through direct an online dialogues, meetings with businesses. The sector has also improved quality management system according to ISO 9001: 2008 standard.
Fighting against commercial fraud
According to Binh Duong Customs Department, import-export in the province was stable. Customs officials usually carried out patrols, monitored suspects, collected information.
The department also gave professional training to fight against smuggling and trade fraud, reduce violations, contributing to maintaining economic order and security of the province.
Detected commercial frauds were mainly purchasing, selling of raw materials; illegal export to domestic market; good transporting without legal invoices; misstating types and quantities of imported goods; misstating names and codes which leads to lower payable tax amount... As a result, in the first 6 months of 2015, the sector detected 146 commercial frauds, violations of customs procedures; handled 137 violations and 9 commercial frauds.
