Provincial People’s Council discusses adjustment of 2025 State budget expenditure estimate

On the afternoon of March 24, Nguyen Van Loc, Member of provincial Party Standing Committee and Chairman of provincial People’s Council, presided over the 38th session of provincial People’s Council Standing Committee at provincial Administrative Center, in attendance of Nguyen Truong Nhat Phuong, Vice Chairwoman of provincial People’s Council, along with leaders of provincial departments and agencies.

The session reviewed and provided feedback on the proposal to adjust the 2025 State budget expenditure estimate. Accordingly, provincial People's Committee submitted a proposal on the 2025 regular expenditure estimates of provincial State budget among provincial-level agencies and budget-estimating units to provincial People’s Council for approval. The session also reviewed and gave opinions to provincial People's Council Standing Committee on the proposal to draft a resolution on the decentralization of authority to approve projects involving the use of public assets for business, rent, joint ventures and partnerships at public non-business units under the local management scope.

After review, the Economic and Budget Committee agreed with the contents submitted by provincial People's Committee and recommended that provincial People's Committee should direct the implementation of subsequent procedures in accordance with legal regulations and report to provincial People's Council at the soonest session. Regarding the draft resolution attached to the submission by provincial People's Committee, which includes a provision for decentralization to district-level People's Committees, the Economic and Budget Committee suggested that during the official drafting process, this provision should be reconsidered to ensure consistency with the central policy on restructuring the political system's organizational apparatus and merging administrative units under the two-tier local government model (provincial and grassroots levels).

In conclusion, Mr. Loc stated that provincial People’s Council Standing Committee generally agreed with the proposed content. He requested provincial People’s Committee to promptly direct relevant departments to coordinate with other agencies to finalize the draft resolution, ensuring compliance with timelines, procedures and legal requirements and then submit it to provincial People’s Council at the upcoming session.
