Relocation of southern businesses to the north: Resolve worries, support business development

 According to directions, the relocation must ensure consensus and harmony of interests between workers, enterprises and the State, while fully complying with current legal regulations. This process includes surveying, evaluating the current situation, organizing seminars and conferences to ensure feasibility and high consensus, urban reconstruction, and sustainable development.

In a recent meeting, representatives of many industry associations expressed concerns about relocation time, compensation policies, and the relocation that could make businesses have to stop production and cut off supply. For land owned by businesses, if forced to convert to commercial services without specific planning, there will be duplication and resource waste...

According to Nguyen Phi Hung, Member of the Executive Committee of Binh Duong Furniture Association (BIFA), relocating southern enterprises to the northern part of the province is a common policy, so businesses in the relocation area are making efforts to implement it. “The relocation needs to have a roadmap for businesses to stabilize the new production location, gradually move the factory towards perfecting machinery and human resources... If the relocation is done once, with insufficient resources, the business will face difficulties”.

Truong Thuy Lien, Vice President of the Provincial Leather and Footwear Association, said that it is necessary to let businesses know publicly about their planning to have appropriate directions for converting production, avoiding overlapping planning that affects businesses when reusing its land. Relocation support policies need to be implemented based on the wishes of businesses.

Nguyen Thanh Toan, Director of Provincial Department of Industry and Trade, said that currently departments and branches are advising the Provincial People's Committee to develop mechanisms and policies to support businesses in relocating and converting functions. The Standing Committee of Provincial Party Committee and Provincial People's Committee ordered that policies to support businesses and workers must be built specifically, with clear beneficiaries, beneficiary content, flexible, and close to the actual situation to ensure consensus and harmonize the interests of workers, businesses and the State. Accordingly, there will be an evaluation and relocation plan for businesses on the basis of ensuring production and business of businesses, ensuring the socio-economic development plan of the province.

To prepare resources

Regarding the use of premises of relocated enterprises, leaders of the Department of Industry and Trade said that the province will have a policy to support enterprises in converting functions, changing the purpose of using premises, factories, and land use at the previous location in accordance with provincial planning. By the end of June 2024, Binh Duong will have an official planning diagram, specific to each subdivision, and will be transparent and public.

“Not all businesses located in the southern urban area are subject to relocation. According to the province's orientation, there is still an area for suitable industrial production in the urban area. Enterprises are allowed to operate industrial production to ensure the requirements of the province's development planning, ensuring compliance with legal regulations on environment, fire prevention and fighting...", Toan answered clearly about the province's orientation.

To serve the relocation, the province has planned 8 industrial parks with a total area of about 5,842 hectares and 25 industrial clusters with a total area of about 1,743 hectares in districts of Bau Bang, Dau Tieng, Phu Giao, Bac Tan Uyen.

Toan said that during meetings of Provincial People's Council, policies to support businesses will be presented and asked for opinions on which policies should be prioritized for implementation first. “The province will deploy 12 specific support policies for businesses and workers, including policies to support land use conversion, cost support, preferential loans, vocational training support and financial support during work stoppage. The relocation will start with pilot projects, in which businesses that voluntarily register will be given priority. After summarizing and evaluating the pilot results, the province will implement widely according to the proposed roadmap," Toan specifically informed.

According to the project approved in Decision No. 3210 dated October 31, 2019 of the Provincial People's Committee, the number of businesses having to relocate and convert functions is 2,900 businesses. However, in recent years, many factories and enterprises have converted their functions, relocated and innovated technology. Therefore, this number is no longer accurate. Departments and branches will reevaluate in detail and specifically, in accordance with the current situation.
