Renovating economic growth model in association with environmental protection

On March 30, Mai Hung Dung, member of provincial Party Standing Committee, Permanent Vice-Chairman of provincial People's Committee, Head of provincial Steering Committee for Environmental Protection and Response to Climate Change chaired a meeting to review the local plan on environmental protection and response to climate change for the 2016-2020 period; implement the plan for the 2021-2025 period. Attending the event were representatives of leaders from departments, sectors, and localities in the province.

All 10 targets achieving and exceeding the plan

After 5 years of implementing the local plan on environmental protection and response to climate change,  departments, sectors and localities in the province actively focused on directing and coordinating for good implementation. The province issued and perfected procedures to speed up the implementation of projects and tasks, which was seen as a basis for implementing the next steps. Basically, all 10 targets set out in the provincial plan on environmental protection and national strategy on environmental protection reached and exceeded. The quality of environmental components was improved. The water quality of Saigon and Dong Nai rivers basically met the standards of domestic water supply. There was organic pollution at their downstream section, but the level of pollution decreased by 1.2 - 1.8 times compared to 2015.

For 13 priority investment projects, there are 7 projects completed, 6 projects under construction with many items prioritized for implementation and completed with total capital disbursed at more than VND9.57  billion or 79.4% of the 5-year plan. For 23 key missions, there were 18 completed, 2 being implemented and 3 tasks suspended, due to many objective reasons, with total capital disbursed at  VND 41.6 billion or 61.3% of the 5-year plan. The total capital disbursed for the above priority projects and key tasks in the local plan on environmental protection for the 2016-2020 period was more than VND 9.61billion or nearly 79% of the 5-year plan.

Ngo Quang Su, Director of provincial Department of Natural Resources and Environment said that the above results came from the close and timely instruction of provincial People's Committee, helping solve difficulties, especially in adjusting public investment plans, solving overlapping contents of projects, plans for site clearance- compensation and interprovincial coordination. Departments, sectors assigned as investors and the People's Committees of districts, towns and cities also showed their sense of responsibility, proactively set up plans, roadmaps for implementation and promptly reported proposals to solve difficulties in the implementation process. In addition, propaganda and communication on the environment, pollution prevention-control and inspection-supervision were strengthened…

Investment diversification

In the 2021-2025 period, Binh Duong will focus on environmental protection with the goal of "Accelerating innovation of economic growth model in association with environmental protection and implementation of strategic breakthroughs; sustainably developing towards a smart, civilized and modern city and improving the quality of people’s life”; mobilize resources for environmental protection in many appropriate forms to build infrastructure, upgrade urban areas in association with building smart cities according to the roadmap set out, creating a driving force for development.

In the new period, Binh Duong will attach special importance to setting up methods on environmental protection in the local plan for the 2021 - 2030 period, with a vision to 2050; implementing environmental zoning with appropriate socio-economic development orientation; establishing a mechanism to control and prevent development activities affecting the environment in each region; improving the quality of environment, solve urgent problems on environment. In addition, the province will further conserve the nature and biodiversity, promote environmental protection in the exploitation and use of natural resources; enhance adaptable capacity to climate change and reduce greenhouse gas emissions.

Mr. Su said that the province has come up with many solutions such as propagandizing, raising public awareness and responsibility for environmental protection and response to climate change; continued mobilizing people to build environmentally friendly lifestyles, make sustainable consumption towards a society with less waste; carry out institutional improvement and strengthen capacity for law enforcement on environmental protection; boost and diversify investment in environmental protection; strengthen regional and international cooperation on environmental protection. According to provincial plan for environmental protection and response to climate change in the 2021 - 2025 period, the province’s total investment capital for implementing the plan is expected to be about VND 26.87 trillion with 27 priority investment projects and 11 key tasks.

Whilst, Mr. Dung said that the province's environmental protection and response to climate change achieved good results over the past 5 years. He also requested provincial Department of Natural Resources and Environment, the People's Committees of districts, towns and cities to strictly handle environmental violations; strengthen inspection of mineral exploitation, industries at risk of pollution; put forward many solutions, focus on propaganda work, raising public awareness, responsibility for environmental protection and response to climate change…
