According to Ministry of Science and Technology’s direction and the orientation of 2019 science and technology activities, during the first 6 months of 2019, the provincial science and technology sector implemented many scientific and technological researches and projects related to build Binh Duong smart city.

Many scientific and technological projects handed over
In order to promote scientific and technological research development, provincial Department of Science and Technology announced the selection of projects approved by Provincial People's Committee, especially projects are able to solve urgent problems of sectors and localities; and at the same time accelerated the implementation of projects. From the beginning of the year, the Department has accepted 4 projects, handed over research results of 6 projects for beneficiaries to implement.
Nguyen Quoc Cuong, Director of Department of Science and Technology, said that besides acceptance and handover of research results to beneficiary units, the Department established Advisory Council to determine specialized tasks in the last 6 months, assign agricultural sector the task of researching and setting up citrus fruit supply chain in Binh Duong. The Department also carried out the appraisal, then submitted to Provincial People's Committee for approval, and signed contracts to implement a project to study and evaluate impacts and propose solutions to improve the efficiency of container transportation on road network of Binh Duong province.
Regarding science and technology activities at grassroots level, in addition to providing information on province-level scientific and technological research results for localities to expand the models, Department of Science and Technology also cooperated to create a link among departments, branches, and scientific and technological organizations. Specifically, from the beginning of the year, Department of Science and Technology has accepted and handed over implementation results of 3 models according to cooperative plan with Provincial Alliance of Scientific And Technological Associations.
To encourage innovation
In order to encourage innovation and start-up activities, in the first 6 months, Department of Science and Technology carried out contents related to policies for start-up activities, such as reviewing documents submitted to Provincial People's Council on creative start-up supporting policy. The Department also held a meeting to collect opinions of other sectors and report to Provincial People's Committee to adjust the content of supporting policy for small and medium-sized enterprises in the province up to 2025.
In addition to implementing support policies of the Government, the province in developing science and technology enterprises, enterprises applying high technologies, innovations of small and medium-sized enterprises, Department of Science and Technology cooperated with Department Taxes and Department of Finance to implement Decree No. 13/2019 on preferential policies for science and technology enterprises, instruct enterprises to set up science and technology development fund of enterprises. The Department also set up loan applications for provincial Science and Technology Development Fund so that enterprises are able to invest in equipment and machinery, and have a fund for the application of researches and advanced science and technologies into production...
Mr. Cuong affirmed that starting a business is one of the key activities of the science and technology sector in the Binh Duong smart city building project. Therefore, Department of Science and Technology performed activities to orient and provide solutions to develop entrepreneurship ecosystem in accordance with the conditions of the province. At present, the project of Binh Duong Province Community Initiative and Start-up Support Center (BIIC) is being implemented urgently. The department is also planning to setting up a BIIC website and management software.
