At the recent conference reviewing 2011’s emulation and reward movement, provincial Council for Emulation and Rewards mapped out a plan to implement the emulation movement “The whole province takes part in building new rural areas”. This requirement must to be a key task in emulation movements of the province between 2012 and 2020.
Striving to get 100% of communes meeting standards on new rural construction by 2020
The target of the emulation movement “The whole province takes part in building new rural areas” is to have 100% communes meeting standards on new rural construction by 2020. This will greatly contribute to improving the spiritual and material lives of people in the rural region of the province.

To achieve the above target, the emulation movement must be promoted across the province with practical contents and forms, which is line with each locality. The province also needs to discover and replicate exemplary role-models, initiatives and experience in the emulation movement.According to the plan, some useful measures have been put forward to hasten the new rural construction process. The province also needs to mobilize all resources for new rural construction and attach special importance to making close cooperation between sectors and localities in the process of realizing the emulation movement.
In addition, provincial Fatherland Front Committees and other mass organizations must also actively respond to the emulation movement. It also needs to be implemented in a synchronous way in association with the campaign “Studying and following late President Ho Chi Minh’s exemplary morals”.
Ben Cat and 5 communes selected as pilot localities to implement the emulation movement
Provincial Council for Emulation and Rewards has sorted out Ben Cat district and 5 communes of Thanh An in Dau Tieng district, Bach Dang in Tan Uyen district, Chanh Phu Hoa in Ben Cat district, Tan Long in Phu Giao district and An Son in Thuan An as pilot localities to realize the emulation movement at provincial level.
The plan has also put forth specific rewards to each level, aiming to promoting the emulation movement. For communes awarded the certificate of merit from the Government PM, they will receive a social welfare work worth VND1bln. Districts that receive the emulation banner of the Government will be presented a social welfare valued at VND10bln. Whilst, the province will be rewarded a social welfare work worth VND30bln if being awarded the Labor Medal by the State President.
Apartedly, the province will also give the emulation banner and a social welfare work worth VND3bln to the districts with excellent performance in the emulation. Outstanding communes in the emulation movement will also receive the certificate of merit together with a social welfare work worth VND1bln…
