Southeast region invests in traffic connections

In order to promote the particularly important role in socio-economic development of the Southeast region, Binh Duong has actively coordinated with other provinces in the region to promote investment in transport connections. According to provincial leaders, smooth traffic will create a driving force to develop all areas.

Vo Van Minh, Chairman of Binh Duong Provincial People's Committee, had a meeting with leaders of Ho Chi Minh City, Dong Nai, Ba Ria - Vung Tau on the implementation of Resolution No. 24 of the Politburo, Resolution No. 154 of the Government on socio-economic development and assurance of national defense and security in the Southeast region until 2030, with a vision for 2045. At the meeting, leaders of the localities agreed to closely coordinate the implementation of transport routes connecting the inter-region and each locality but having an impact on the whole region.

Nguyen Van Tho, People's Committee Chairman of Ba Ria - Vung Tau province, appreciated Binh Duong for actively discussing traffic connection issues. According to Tho, the investment in the construction of transport routes connecting the region needs to be successfully renewed by localities, and it is necessary to agree on the method, time and route. He assessed that Ring Road 4 is very important, serving the development of urban areas, services and local economies, hence it needs attention and good implementation.

Cao Tien Dung, Chairman of Dong Nai province, agreed with the opinion of Binh Duong in regional connectivity. According to Dung, the meeting is an opportunity for localities in the region to exchange and accelerate the implementation of regional transport routes, and this is the basis for Dong Nai to include it in their provincial planning. Chairman Dung informed that Dong Nai is preparing to carry out compensation and clearance of the Ring Road 4 passing through their area, and identifies the construction of this project as a driving force to promote economic development.

At the meeting, Vo Van Minh, Chairman of Binh Duong Provincial People's Committee, said that Binh Duong's infrastructure is invested to develop faster than neighboring provinces, the industrial urban areas have been filled up to Ring Road 3, the space is growing quickly to Ring Road 4. Currently, according to research and proposal of the planning consultant of Binh Duong province, Ho Chi Minh City region needs an additional Ring Road 5 to meet the development requirements in the next period. According to Vo Van Minh, localities need to quickly expand the transport corridor to the North along Ring Road 4, bypass Tan Uyen, Bien Hoa, and connect to Bien Hoa - Vung Tau expressway, supplement the gap from Tan Uyen to Bien Hoa. The industrial transport flow will follow highways, national highways, and avenues, turning into Ring 4 to provide resources for the Southeast economic axis, replacing transport flows that have previously followed Ring Road 2 and Ring Road 3.

“This stretch means helping Binh Duong move the provincial urban center to the north (Binh Duong new city), shift the industrial transport flow to Ring Roads 4 and 5, shift the main industrial and logistics spaces of the province to the northeast (Bau Bang - North Tan Uyen). From there, transport flows towards the center and Ho Chi Minh City will mostly be for passengers and commerce. That is the premise for Thuan An and Di An to have space for reconstruction and restructuring in the direction of a commercial, service, financial and knowledge urban areas, contributing to the formation of a developing sub-region according to Resolution No. 24 that was determined by the Central Government," Minh said.

Expand the development space

At the meeting, leaders of localities exchanged and proposed specific proposals related to traffic connection nodes in the region such as: bridge connecting Thu Duc City, Ho Chi Minh City with Long Thanh district, Dong Nai province; Hieu Liem 2 bridge, Tan An - An Lac bridge, Tan Hien - Thuong Tan bridge, Thanh Hoi 2 bridge connecting Dong Nai province with Binh Duong province; Ring Road 3, Ring Road 4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway; urban railway line No. 1 in Binh Duong province connecting urban railway line No. 1 of Ho Chi Minh City; Bien Hoa - Vung Tau railway…

Informing about Ring Road 3, Phan Van Mai, Chairman of Ho Chi Minh City, said that the city basically completed categories of the schedule, and expects to start in June 2023, in 2025 will open to traffic and complete in 2026. However, at present, Ho Chi Minh City is facing difficulties in materials. He proposed Binh Duong, Dong Nai, Ba Ria - Vung Tau to coordinate with Ho Chi Minh City to survey material sources for the project. Ho Chi Minh City will discuss and agree with Dong Nai province and propose the Ministry of Transport to soon study and expand component 1A project of the construction investment project of Tan Van - Nhon Trach section (phase 1), ensuring synchronous exploitation with the whole Ring Road 3 project...

 At the meeting leaders of the Southeast provinces, People's Committee of Binh Duong province agreed to propose that the Central Government promulgate mechanisms and policies to support Ho Chi Minh City as well as the region to soon complete the multi-modal connection, including roads, waterways and railways. In particular, to give priority to new connections by urban railway with routes from Binh Duong and the center of Ho Chi Minh City. Thereby expanding development spaces in terms of human resources, commercial services, tourism, science and technology, developing Binh Duong to become a leading satellite in innovation of the Southeast region and the country.
