Southeastern Region – making breakthroughs to develop and pioneer integration and connection

On May 5 in Tay Ninh, Prime Minister Pham Minh Chinh, Chairman of the Southeast Region Steering Committee, chaired the third conference of the Southeast Region Steering Committee. Leaders of ministries, sectors, provinces, and cities in the region attended. From Binh Duong province, attendees included Mr. Nguyen Van Loi, Central Committee member of CPV, Secretary of the provincial Party Committee, and Head of the provincial National Assembly delegation, Mr. Vo Van Minh, Deputy Secretary of the provincial Party Committee, and Chairman of the provincial People's Committee.

Making use of utmost advantages

Prime Minister Pham Minh Chinh stated at the conference, conveying the regards and congratulations of General Secretary Nguyen Phu Trong to the leaders and people of the provinces and cities in the Southeast region who, together with the Government and ministries, have simultaneously implemented many specific tasks, achieving many positive changes after 1 year of implementing Resolution No. 24 of the Politburo, in which the planning of the Southeast region has been completed. The Prime Minister stated that the General Secretary desires for ministries, agencies, and localities to continue effectively implementing Resolution No. 24 of the Politburo on the Southeast region, as well as other resolutions of the Politburo on other regions throughout the country. This demonstrates the Politburo's concern, with the Party General Secretary, Nguyen Phu Trong, at the forefront, for the issue of regional development and connectivity, in which the Southeast region contributes the most to GDP and the national budget.

The Prime Minister emphasized that each region has different potentials, outstanding opportunities, and competitive advantages, being assigned different tasks. Overall, the assigned tasks of the Southeast region are higher than other regions. The Prime Minister proposed that leaders of provinces, cities, members of the Regional Coordinating Council, representatives of ministries and sectors, and delegates discuss and provide opinions on some key contents in order to deepen the development solutions of the regional planning, thereby finding breakthrough proposals, mechanisms, specific policies, and unlocking and utilizing resources to serve the development of the region.

The conference focused on discussing the organization and implementation of the Southeast region's planning, which was just issued in Decision No. 370/QD-TTg on May 4, 2024. The completion of approving the Southeast region's planning is of great significance in order to concretize the vision, viewpoint, and objectives stated in the resolution for regional development. Specifically allocate space for the development of industries in the area, implement projects that are crucial for connecting provinces within the region, inter-regions, and inter-sectors. Accelerate the implementation of strategic breakthroughs to maximize the comparative advantages in terms of the geographical and economic position of the region, promote the socio-economic development of both the region and neighboring areas.

Model of growth reformed

At the conference, the Ministry of Planning and Investment announced Decision No. 370/QD-TTg of the Prime Minister on the Planning of the Southeast region for the period 2021-2030, with a vision to 2050. The objective is to develop the Southeast region into a civilized, modern, dynamically developing area, a leading center in the country and the Southeast Asia region in terms of economy, finance, education, science, technology, innovation, digital transformation, maintaining an important role in connecting and promoting the development of other regions.

The development of the Southeast region ensures alignment with the national economic and social development strategy, the national planning strategy, leading in achieving the country's development goals and international integration. The renovation of the growth model is associated with the restructuring of the regional economy towards modernization, maximizing the mobilization of development resources, harmoniously combining internal and external forces, with a focus on digital economy, sharing economy, green economy, and circular economy as the center and driving force of development. Priority is given to developing high-tech industries, high-quality service sectors that are on par with the region and the world, with a solid position in the global value chain.

The focus is on developing a synchronized, modern, and intelligent infrastructure system to expand the development space, connect the mainland with the sea, and promote harmonious urban development. Accelerate the construction of economic corridors, industrial belts, urban areas, services, and logistics linked to transportation corridors connecting regions, inter-regions, and internationally. Develop rapidly, sustainably, and harmoniously among sub-regions, narrowing the development gap between localities in the region.
