Binh Duong Provincial Party Standing Committee has instructed departments and branches to prioritize addressing challenges related to compensation and site clearance for traffic infrastructure projects; focus on construction progress and the disbursement of investment capital for various projects. Local authorities must work urgently with the electricity sector to facilitate compensation and site clearance for key power projects, ensuring energy security and supporting the province's socio-economic development.

On March 10, Mr. Nguyen Van Loi, member of the Party Central Committee, Secretary of Provincial Party Committee, Head of Provincial National Assembly Delegation, chaired a working session between Standing Committee of Provincial Party Committee and leaders of departments, branches, localities, and some enterprises to remove difficulties related to key traffic and electricity projects in the province. Also attending were Mr. Nguyen Loc Ha, Standing Deputy Secretary of Provincial Party Committee; Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of Provincial People's Committee.

During a report to the Standing Committee, Mr. Vo Anh Tuan, Chief of Provincial People's Committee Office, stated that the key project for Ho Chi Minh City Ring Road 3, specifically the section that passes through the province, has made significant progress in terms of compensation and site clearance. Currently, this work has reached 94.08% completion.
The land recovery in Di An City is complete, with 16.49 of 17.76 hectares reclaimed (92.8%). In Thu Dau Mot City, 11.58 of 12.35 hectares have also been recovered, reaching 93.7%. Meanwhile, the section that goes through Thuan An City has recovered 94.3% of its area, with 38.47 out of 49.8 hectares of land secured, representing 77.2% of the total required. Provincial People's Committee is firmly directing local authorities to complete compensation and prepare for land handover for this project by March 2025.
Provincial Department of Industry and Trade sent a proposal for a list of potential power source projects to be added to the VIII Power Plan. Accordingly, it is proposed to increase the capacity of Phuoc Hoa Hydropower Plant from 12.5MW to 15.6MW; propose to invest in the construction of Phuoc Hoa 1 Hydropower Plant with a capacity of 10MW and Phuoc Hoa 2 Hydropower Plant with a capacity of 10MW; propose to increase the capacity of Cheng Loong Binh Duong Paper Co., Ltd. Besides, Provincial Traffic Construction Investment Project Management Board is urging construction units to speed up the project progress, coordinate to handle the issue of providing sand for foundation and relocating the D1200 water pipe of Saigon Water Corporation at Tan Van intersection. The goal is to ensure the technical traffic is opened for the upcoming 50th anniversary of the Liberation of the South and National Reunification Day (April 30) as directed by Provincial Party Standing Committee. Regarding the 15.3km section coinciding with My Phuoc - Tan Van road, Provincial People's Committee has sent a document to Ho Chi Minh City People's Committee on the investment plan to complete the Tan Van intersection and the parallel road of Binh Goi bridge. Binh Goi Bridge is expected to be completed on April 30.
In relation to the project for upgrading and expanding National Highway 13 in Thuan An City, Mr. Nguyen Thanh Tam, Chairman of Thuan An City People's Committee, stated that the locality expects to complete compensation and hand over the entire site by March 2025.
Regarding the Ho Chi Minh City Ring Road 4 Project, Mr. Tran Hung Viet, Director of Provincial Traffic Construction Investment Project Management Board, indicated that the compensation and site clearance for Component Project 1 have been appraised and submitted for approval of additional site clearance boundaries. For Component Project 2, which involves phase 1 investment under the public-private partnership (PPP) method, the bidding process to select investors is currently underway. As for Component Project 3, which focuses on the construction of parallel roads and connecting roads to Ring Road 4, Provincial Traffic Construction Investment Project Management Board is urgently finalizing the investment preparation procedures. Particularly, the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project is being implemented by districts and cities in the province in terms of compensation, site clearance, land acquisition notification, survey, measurement, and land price determination.
During the meeting, leaders from local areas with important traffic and power projects reported on the progress of these initiatives. They discussed the roadmap for addressing challenges related to compensation and site clearance, as well as proposed solutions to expedite the processes of compensation and site clearance.

During a report to the Standing Committee of the Provincial Party Committee, Mr. Le Minh Quoc Viet, the Director of Binh Duong Electricity Company, stated that there are currently five significant electricity projects that are behind schedule due to issues with compensation and site clearance. The delays are primarily caused by the slow progress in surveying and establishing compensation prices in localities. As a result, these projects are falling behind the planned timeline. The electricity sector has requested that authorities address these challenges to ensure that the five projects can be completed and operational by April 30, 2025.
Also at the meeting, Provincial Party Secretary Nguyen Van Loi expressed his general agreement with the report concerning the progress of key projects, traffic infrastructure, and power works. He emphasized that departments, branches, localities, and the electricity sector must demonstrate a strong commitment to overcoming challenges and obstacles. A specific timeline should be established for completing these projects to accelerate construction progress, which is essential for achieving the province's double-digit growth target through effective public investment capital disbursement.
Furthermore, the Provincial Party Secretary highlighted the importance of urban beautification efforts. He urged a focus on improving alleys to ensure they are bright, green, clean, and aesthetically pleasing, as well as to install security cameras. In addition to utilizing budget capital, localities should also encourage community involvement in road construction and alley renovations, actively mobilizing residents and businesses to participate and contribute to these efforts.
