Achieving double-digit economic growth in 2025 is an ambitious and highly challenging goal for Binh Duong. However, with the mindset of "no retreat, only progress" and the determination to propel the province forward, affirming its position as one of the country's economic engines, the Party, government and people of Binh Duong are taking resolute actions. Daring to think, daring to act, daring to break through
On February 5, the Government issued the Resolution No. 25/NQ-CP on growth targets for sectors and localities, ensuring that the national growth rate in 2025 reaches at least 8% (briefly called Resolution No. 25/NQ-CP). According to this resolution, Binh Duong is one of 18 localities assigned by the Government to achieve double-digit GRDP growth, with no locality having a growth rate below 8%.
Even before the Resolution No. 25/NQ-CP was issued, since early 2025, Binh Duong’s People's Committee has proactively organized numerous forums, seminars and meetings to mobilize collective intelligence and seek breakthrough solutions. Experts, scientists, businesses and strategic investors at home and abroad have contributed their insights to help the Party, government and people of Binh Duong successfully implement the province’s double-digit economic growth plan for 2025. These efforts reflect the province’s highest determination to achieve a GRDP growth rate of at least 10% in 2025, laying the foundation for rapid and sustainable development in the following years.
At the early 2025 conference with industries’ associations, foreign investment associations and businesses, Vo Van Minh, Vice Secretary of provincial Party Committee and Chairman of provincial People's Committee shared that the province aims for double-digit growth in 2025. He acknowledged this as a highly challenging goal, but emphasized Binh Duong’s strong aspiration to rise, break through and reaffirm its position as one of the country's economic engines. Provincial leaders hope that the business community will further enhance its role and mission, working hand in hand with the province to achieve the 2025 growth target.
Binh Duong province is refining its plan for double-digit growth in 2025. To concretize the tasks needed to achieve the highest growth target, provincial People’s Committee has directed all-level authorities, sectors and localities to focus on leadership, guidance and implementation. Provincial Department of Planning and Investment has been assigned to oversee, monitor and periodically report on the execution of the plan to provincial People’s Committee. Mr. Minh emphasized that achieving double-digit growth requires a high level of determination, great efforts and decisive actions. It demands the synchronized participation of the entire political system, the business community and the people of the province. Moreover, it is essential to promote the spirit of solidarity, innovation, renewal and the courage to think, act and take responsibility.

Assessing Binh Duong’s economic growth momentum for 2025—especially the goal of achieving double-digit growth, many businesses in the province believe this target is feasible. Pham Van Xo, Chairman of provincial Import-Export Association stated that with its advantage as one of the most industrially developed localities in the country, home to many leading global corporations, with increasingly modern infrastructure and an investment environment that is consistently prioritized and improved towards greater transparency, Binh Duong continues standing out as a "bright spot" in the province's economic picture. These factors serve as a source of confidence and motivation, creating momentum for the business community to invest with peace of mind and maintain stable production and operations in the province. These factors serve as a solid foundation for Binh Duong to achieve double-digit growth in 2025 and sustain strong development in the coming years.
Over nearly 30 years of development, by effectively seizing national growth and integration trends, shaping its direction early and implementing its own innovative approaches, Binh Duong has achieved groundbreaking transformations across multiple sectors. These accomplishments further solidify Binh Duong’s renewed role and position as a province of innovation, dynamism, creativity and compassion. That is the achievement bearing the mark of intelligence, tectonic bravery, breakthrough and drastic and effective implementation of leaders of the local Party and government from the early days of construction, development and throughout each stage of development of the province. These achievements also serve as a strong foundation and driving force for Binh Duong to reach its double-digit growth target in 2025, paving the way for a breakthrough era of development in tandem with the nation.
2025 holds special significance as a pivotal moment for acceleration and breakthrough, marking the final stretch toward successfully fulfilling the Resolution of the 11th provincial Party Congress for the 2020-2025 term. It is also a year of major national events. Along with implementing strategic solutions, Binh Duong is demonstrating unwavering determination to streamline its organizational structure while restructuring its cadre system—ensuring a constigent of qualified, capable officials who are well-equipped to meet the demands of the mission. This effort aims at driving rapid and sustainable development in the coming years.
Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee and Head of provincial National Assembly Deputy Delegation emphasized: "With the spirit of ‘Solidarity, dynamism, creativity, self-reliance, confidence, resilience, daring to think, knowing how to act and breaking through for common benefits’ when the Party has directed, the Government has agreed, the National Assembly has supported, and the people have endorsed—then we focus on action, not hesitation". Assoc. Prof. - Dr. Tran Dinh Thien, former Director of the Vietnam Institute of Economics believes that the double-digit growth target for 2025 serves as a powerful motivation for Binh Duong to strive. However, the province should be mindful not to pursue growth at all costs, but focus on sustainable development in the next phase. There must be alignment, agreements and commitments between the central and local authorities, along with the removal of institutional and policy barriers to effectively achieve growth objectives.
The Resolution No. 25/NQ-CP clearly states that 2025 holds special significance as a year of acceleration, breakthrough, and completion. It marks the final year of implementing the 2021-2025 Five-Year Socio-Economic Development Plan, the execution of a governmental reform to streamline organizational structures and the preparation for Party congresses at all levels towards the 14th National Party Congress. Moreover, 2025 serves as a crucial period for strengthening foundational elements, laying the premise for Vietnam to confidently step into a new era—an era of dynamic growth, prosperity and national advancement while progressing toward the successful realization of the 2021-2030 Ten-Year Socio-Economic Development Strategy.
