Recently, Party committees at all levels have concentrated on guiding and directing Party cells to rigorously adhere to the Party's directives aimed at enhancing the quality of their activities. Nevertheless, the effectiveness of Party cell operations in certain areas continues to exhibit notable deficiencies, failing to fully harness the potential of both the Party cell and its members. The operational routines have not delved deeply enough, and the content and format of activities remain somewhat "dry," predominantly emphasizing technical aspects with minimal engagement in Party-related initiatives. Consequently, to elevate the quality of these activities and ensure that Party cells genuinely serve as the "roots" of the Party, a more comprehensive set of solutions is required in the near future.
Constraints identified
Through direct engagement and comprehension of the organizational structure of Party activities within various Party cells, it is evident that the coordination of regular Party cell activities has been meticulously arranged by the majority of Party cell committees. This includes Party cell meetings aimed at unifying the agenda prior to activities, as well as Party cell secretaries who diligently prepare the content of these activities to ensure that management tasks align with established requirements. Party members participate in these activities with seriousness and accountability, while the documentation of Party cell meeting minutes is conducted routinely, facilitating effective monitoring, inspection, and oversight by higher-level Party committees. These practices have enabled Party committees, Party organizations, and Party members to gain a profound understanding of the role, position, and significance of grassroots Party organizations and Party cells.
Mrs. Nguyen Minh Thuy, Standing Member and Head of the Provincial Party Committee's Organization Board, stated that in the near future, the Provincial Party Committee will maintain its focus on implementing strategies to enhance the quality of Party cell activities. Specifically, the Provincial Party Committee will continue to execute Conclusion No. 18-KL/TW, dated September 22, 2017, from the 12th Party Central Committee Secretariat, which emphasizes the ongoing promotion of Directive No. 10-CT/TW, dated March 30, 2007, from the 10th Party Central Committee Secretariat, titled "On Improving the Quality of Party Cell Activities" in the current context; as well as Resolution No. 21-NQ/TW, dated June 16, 2022, from the 5th Conference of the 13th Central Committee, which focuses on strengthening the consolidation and development of grassroots Party organizations and enhancing the quality of Party members in this new era, along with relevant documents from the Provincial Party Committee. |
Simultaneously, Party committees at all levels have distinctly identified the fundamental causes of shortcomings, limitations, and issues within their Party committees and cells. Consequently, they have developed specific measures to enhance the leadership capacity and combat effectiveness of grassroots Party organizations and cells, as well as to improve the quality of cadres and Party members, thereby contributing to the establishment of clean and robust Party cells. Notable examples of Party cells that have effectively implemented these initiatives in their activities include the Party cell of Nhi Dong 2 residential area in Di An ward (Di An city), the Party cell of Tan Uyen City Labor Federation, the Party cell of My Phuoc ward workers (Ben Cat city), the Party cell of residential area 2, and the Party cell of Tuong Binh Hiep ward (Thu Dau Mot city).
In addition to sustaining regular activities, numerous Party cells have effectively conducted thematic initiatives, featuring rich and diverse content focused on studying and adhering to Ho Chi Minh's ideology, morality, and style. These initiatives aim to enhance the capabilities and professional skills of cadres and Party members, addressing topics of particular interest to them, such as the battle against corruption, waste, negativity, and social ills within agencies, units, and localities.
However, the Provincial Party Committee's Organizing Committee has identified certain shortcomings and limitations in the organization of grassroots Party cell activities in recent times. Specifically, the quality of these activities in some areas remains subpar; the content is often monotonous and lacks specialized initiatives, resulting in an underutilization of the collective intelligence of Party members. The spirit of engagement in self-criticism and constructive criticism during Party cell activities is insufficient; additionally, the pioneering and exemplary spirit of certain Party members is occasionally diminished. This situation results in a lack of positive contributions to the development of resolutions within Party cell organizations that genuinely reflect "the Party's will and the people's will."
Mrs. Le Thi Mai Thi, Secretary of the Party Committee of Di An Ward (Di An City), acknowledged that the quality of the content in the meetings of the Party Committee and Party cells in certain areas lacks depth, practicality, and effectiveness. Some Party cells have struggled to select appropriate topics, resulting in meetings that are overly formalistic. The meetings tend to be repetitive and monotonous, primarily focusing on the dissemination, thorough understanding, and implementation of professional tasks. The evaluation of the results from the previous month's tasks has not adequately highlighted the leadership role of the Party cell, instead merely listing the professional activities of the agency and unit. Thematic meetings have not been conducted regularly or periodically; criticism and self-criticism have not been consistent, robust, or constructive; and the initiative to address challenges and obstacles in executing assigned political tasks remains insufficient.
Enhance the effectiveness of the Party cell committee team.
Mrs. Le Thi Mai Thi emphasizes that, in order to enhance the quality of grassroots Party cell activities, it is essential to identify both positive and negative aspects. Moving forward, the preparatory work of the Party cell committee, particularly the role of the Party cell secretary in leading these activities, must be improved. This includes clearly delineating the responsibilities of each committee member and thoroughly preparing the content for Party cell activities, as well as developing a draft resolution that aligns closely with the requirements and tasks of the agency, unit, and locality.
Mrs. Le Thi Mai Thi emphasizes the critical importance of enhancing the quality of the Party Committee's meetings, advocating for a strong sense of unity in leadership and task delegation to elevate the effectiveness of Party cell meetings. Consequently, the Party Committees of branches and affiliated organizations must diligently undertake planning efforts and carefully consider the nomination of candidates for election to the Party Committee, as well as for the positions of Secretary and Deputy Secretary of the Party cell. It is essential that these candidates possess the requisite moral integrity, qualifications, capabilities, prestige, and the ability to unite Party members and the broader community.
The upper-level Party Committee must also assess the living conditions of each type of Party cell and Party member group to implement the online activities policy in select Party Committees and Party cells, or under specific circumstances as dictated by the regulations of the Central Executive Committee, the Secretariat, and the Provincial Party Committee. This may involve conducting both online and in-person activities within Party cells or establishing new Party cells based on the group.

It is crucial to foster the awareness and responsibility of each Party member in their participation in Party cell activities and to organize competitions for outstanding Party cell secretaries. Additionally, it is necessary to continue strengthening the leadership, direction, guidance, encouragement, inspection, and supervision aimed at enhancing the quality of Party cell activities, as well as to promptly address any violations of Party activity regulations and principles by Party cells and members.
