Thuan An town effectively implemented criteria of the National Target Program on New Rural Construction Program over the past three years. Noticeably, An Son commune has so far completed its rural construction program.
This result has contributed to reshaping the rural image of the commune and improving the lives of the local people.

Infrastructure built in a synchronous way
An Son is the only commune of Thuan An town to carry out the National Target Program on New Rural Construction Program in the 2011-2015 period.
The commune over time mobilized all its political system for new rural construction. From 2011 to 2013, Thuan An town’s People’s Committee built 2 rural traffic works and 4 power grid works in An Son commune with a total investment capital of more than VND34.758bln. The commune also built 12 rural traffic works with a total expense of VND26.471bln, including around VND46bln from the local people.
An Son commune has so far had a total of 44 roads, comprising of 8 covered by asphalt, 22 and 14 of B and C types covered by gravel. In 2012, provincial People’s Committee also rebuilt Ba Lua bridge in An Son commune with a total expense of VND66.359bln. Meanwhile, Thuan An town’s People’s Committee also rebuilt Vong bridge and Cultural Center of An Son commune.
For the program’s criterion on irrigation, in 2011, Thuan An town got involved in dredging canals, collecting water hyacinth, consolidating irrigation dikes …with a total expense of more than VND9bln. In general, more than VND537bln was spent on carrying out the town’s infrastructure for new rural construction from 2011 to 2013.
Raising locals’ income
For the local new rural construction getting sustainable and in-depth development, leaders of Thuan An town have instructed localities to link the program with other programs on economic development, hunger eradication and poverty reduction…
Particularly, An Son commune also organized a program named “Giving strength to An Son” to take care of the local poor households. Around VND336mln was raised for the local Fund for the Poor. As of late 2013, the commune built 39 great unity houses and upgraded 25 others with a total expense of more than VND1.9bln. Since 2011, the commune has also helped more than 3,890 households get more than VND47.43bln in loan.
Nguyen Ngoc Tu, a resident in An Son commune’s Phu Hung hamlets said that thanks to capital source borrowed from the new rural construction program, her family has successfully developed a model of breeding rabbits with the annual income of more than VND50mln.
According to Nguyen Thanh Uy, Chairman of An Son communal People’s Committee, the commune has focused on developing production models, aiming to increase the local people’s income. In 2012, the average income per capita in the commune was VND20.02mln. The figure has so far amounted to more than VND24mln. The rate of the local poor households under the province’s new poverty line has also reduced to 1.35%.
Dang Van Ba, Vice-Chairman of Thuan An town’s People’s Committee cum Head of the town’s Steering Board for the New Rural Construction Program said that the commune over time mobilized a lot of sources to carry out the program with enterprises’ capital and State budget accounting for 82% of total, greatly contributing to helping the locality fulfill criteria of the program.
Regarding the implementation of the new rural construction program between 2014 and 2015, Thuan An town will make a survey on the real situation of roads in An Son commune for timely repair, ensuring the local people’s traveling. An Son will also complete and put a meeting room in An Quoi, Phu Hung hamlets into operation while joining hands with relevant agencies to promote models on urban agricultural production. Especially, the commune will bend on maintaining criteria fulfilled of the new rural construction program and improving their quality.
