To eliminate bottlenecks, strive to complete the whole year plan

On August 9, the Provincial People's Committee held a regular session to evaluate socio-economic development results in July and the first 7 months of 2022, set out orientations, tasks and solutions for August and the remaining months of 2022. Chairing the meeting, Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee asked departments, branches and localities to continue their efforts, focus on disease prevention control, and speed up the improvement of administrative procedures, disbursement of public investment, especially key projects and works, to complete the socio-economic development goals and plans set out in 2022.

Socio-economic continues to prosper

According to reports at the meeting, over the first 7 months of 2022, the province's economic sectors attained good growth, industrial production activities recovered and attracted laborers back to work. Many businesses effectively exploited free trade agreements to expand their markets. For the whole 7 months, the index of industrial production, export turnover, and foreign investment attraction increased sharply over the same period last year; budget revenues and expenditures were guaranteed according to the estimates; the Covid-19 was under control; results of high school graduation exam were stable and ranked high compared to other provinces and cities; the number of traffic accidents deceased in all three criteria; political security, social order and safety were guaranteed.

Out of 34 key indexes, so far, 13 indexes were met or exceeded annual targets, 4/34 indexes had low results, the remaining indexes have maintained a stable increase (fulfilled over 50% target, is expected to complete by the end of the year). The Provincial People's Committee will focus on directing and have specific solutions in each month, each quarter to complete 34/34 set targets.

At the meeting, the delegates discussed some issues such as: Project on divestment of State capital at Becamex IDC Corporation in 2021-2025 period, transferring functions and tasks of investment promotion from the Center for Investment Promotion, Trade and Industrial Development under Provincial Department of Industry and Trade to Business Support Center under Provincial Department of Planning and Investment, reorganizing the Binh Duong Urban Development Planning Institute…; at the same time, analyzed and evaluated the achieved results, especially in attracting investment capital, state budget revenue, and solutions to successfully implement tasks in the last months.

To accelerate disbursement of public investment capital

As of July 15, the total disbursement value of public investment capital in 2022 was VND 2,868 billion, reaching 32.2% of the target assigned by the Provincial People's Council, and reaching 32.7% of the target assigned by the Prime Minister. Due to the slow progress of public investment capital disbursement in the first 7 months of the year, PPC Chairman Vo Van Minh asked departments, branches and localities to focus on reviewing and solving difficulties and obstacles, speeding up progress, strive to disburse 100% target, identify these as key political tasks, one of the important criteria for year-end evaluation and grading.

Concluding the meeting, Vo Van Minh acknowledged the efforts of departments, branches and localities in performing assigned tasks. In order to further develop these results, Vo Van Minh asked all levels and branches to continue carry out the prevention and control of the Covid-19; especially consolidate and improve the quality of grassroots medical system, vaccination coverage for people in the province. In particular, levels and branches need to check and remove barriers and obstacles hindering production business activities, eliminate bottlenecks in mobilizing and using economic resources, and strive to complete the set-out plan.

In the last months of the year, Chairman of the Provincial People's Committee asked relevant departments and branches to complete the provincial planning; administer state budget revenues and expenditures in 2022 according to estimates, minimize recurrent expenditures; speed up investment procedures, the implementation and disbursement of public investment capital in 2022; perform projects with inter-regional impacts, such as: Ring Road 3, Ring Road 4, Ho Chi Minh City - Thu Dau Mot City - Chon Thanh Expressway through the province; to implement projects: Bach Dang Bridge 2; static lifting of Binh Trieu 1 bridge, An Tay port and important intra-provincial transportation projects, such as: Upgrade and expansion of National Highway 13, My Phuoc - Tan Van, Phuoc Kien intersection, Song Than overpass. Chairman Vo Van Minh asked all levels and branches to accelerate further the progress to soon complete set goals and plans.
