Along with the deployment of scientific-technological (ST) researches at the provincial level, in recent years, Department of Science and Technology (DOST) has also promoted the implementation of ST projects at grassroots level. This has gradually improved the efficiency of ST application into practice.
High efficiency
According to the assessment of branches and localities in the province, in recent years, the application of ST advances and the transfer of ST projects have brought good effects and in accordance with the actual situation of grassroots level. For instance, the project "ST application to improve the effectiveness of medical examination and treatment at Phu Giao Medical Center" has brought about remarkable results, from the management, reporting to the control of the medical records of patients, helping to reduce people’s waiting time for treatment. The project "Building a model applying advanced intensive cultivation techniques to increase productivity of Taiwanese pear-guava trees in Bau Bang district, Binh Duong province" contributes to improving efficiency in production and increase people's income...
A model of advanced techniques to increase the productivity of Taiwanese pear-guava plant in Bau Bang district has brought stable income to households.
Mr. Nguyen Quoc Cuong, Director of Department of Science and Technology, said that many ST projects of the province had been applied effectively in practice. For example, in agricultural sector, the department has transferred VietGAP practices to localities, from which gradually formed clean agricultural production, contributing to heightening agricultural products of the province and help people have a stable source of income.
In addition, localities in the province have step by step promoted the research and application of ST advancements in accordance with the actual situation of each locality. Leaders of Phu Giao district Economic Chamber said that the district had gradually built up and developed high-tech agricultural production models, concentrated husbandry farms were applying new methods and techniques, initially bringing high economic efficiency. In addition to focusing on building projects to improve the productivity and quality of agricultural products as planned and continue to maintain the existing models, the district has also accelerated the implementation of agricultural production models applying scientific and technological advances by medium and small scale attached to cooperative groups and households.
Science and technology attached to local development
In order to limit the transfer of inappropriate science and technology to grassroots level, from 2016, DOST has selected highly applicable projects and tasks that have beneficiary unit’s commitment to using the results when the ST project was completed; at the same time, projects that were done by local orders.
According to Nguyen Quoc Cuong, to realize the orientation for scientific research and technological development in 2017 and 2016-2020 period, Department of Science and Technology received 45 proposed ST tasks. According to advices, DOST proposed to execute 12 tasks. These tasks have a written order and commitment to deploy the result after the task is tested. On that basis, the department is carrying out projects proposed by localities and handed over to local authorities, such as transferring the treatment to turn water hyacinth into organic biogas and straw mushroom cultivation; a model of integrated management of pepper in Phu Giao district.
Le Quang Cuong, Deputy Director of Department of Science and Technology, said that the shortage of human resources for ST activities, especially the full time staff, was a common problem. In the near future, the department proposed Economic Chamber of localities to coordinate with other departments to execute ST activities in each field; at the same time, enhance the cooperation, such as between ST Advancement Applying Center, Farmers’ Association to apply scientific and technological advances in agriculture.
