To modernize customs procedures, support business development

To implement the Prime Minister's directive on overcoming challenges, taking opportunities and recovering the economy, together with the whole industry, Binh Duong Customs Department has actively carried out many tasks at the same time, prevent and control the epidemic, ensure fast clearance of goods to create favorable conditions for businesses, help strengthen the relationship between the customs authorities and businesses.

 To improve quality and efficiency

There are now 21 licensed bonded warehouses in the province. The number of goods exported and imported through bonded warehouses is increasing. The supervision of exported and imported goods, inventory, and supervision of leasing time of these warehouses on books of customs authorities is also very large. Therefore, in order to create favorable conditions for businesses while ensuring the requirements of customs management, Binh Duong Customs Department has enhanced administrative procedure reform, applied IT advances, modernized customs procedures, facilitating import and export activities, contributing to reducing time and costs for businesses.

To always working closely with the business community, Binh Duong Customs implemented various solutions to reform administrative procedures, modernize customs procedures, helping import and export enterprises to save time and costs and be more convenient in customs clearance, tax payment; improve the efficiency of customs management. Meanwhile, in order to convert administrative centers from direct contact to online public services on the web portal, to create the most favorable conditions for import-export enterprises, one of the breakthroughs for reform and modernization is the application of automatic customs clearance system at 100% of customs sub-departments; the application of electronic payment gateway at customs sub-departments; automatic management and supervision of goods at warehouses, yards, ports ...; to connect and implement administrative procedures and public services through the national and ASEAN OSS mechanism, providing online public services at level 3 and level 4 for related administrative procedures. These applications have created favorable conditions for businesses to carry out customs procedures "anywhere - anytime - any means".

In order to continue accelerating the reform of administrative procedures, constantly improving the quality and efficiency of customs work, improving the satisfaction level of enterprises, Binh Duong Customs Department completed the transformation of the quality management system according to national standards ISO 9001: 2008 to ISO 9001: 2015. The leadership of the Department directed sub-departments to receive and disseminate this to each customs official to apply closely and effectively into practical works... The completion of this quality management system conversion according to ISO 9001: 2015 standards has proved the continuous efforts of Binh Duong Customs Department to establish, maintain and improve the quality management system in accordance with current standards. It is aimed at increasing the quality of customs work as well as the satisfaction level of enterprises.

To create favorable conditions for enterprises

Since the beginning of this year, due to the impact of the Covid-19 epidemic, import-export activities in the province have encountered many difficulties, greatly affecting the revenue collection of customs sector. In order to overcome and decrease effects of the Covid-19 epidemic, Binh Duong Customs gathered all resources to effectively implement resolutions, directives of the Prime Minister, Ministry of Finance, General Department of Customs, and Binh Duong leadership in preventing and fighting against the Covid-19. The Department tracked and ascertained the situation of enterprises' activities, created favorable conditions for import and export activities, ensuring rapid clearance of import and export goods; maintain 24/7 customs clearance of goods at 2 centralized inspection locations equipped with container scanners.

By mid-April 2020, the department completed procedures for more than 477,200 declarations and customs clearance for the amount of imported and exported goods valued at over 13.7 billion USD, up more than 8% over the same period last year. The budget revenue reached 4,175 billion VND, completing 24.4% target assigned by Ministry of Finance. Along with the prevention control of the Covid-19, in the second quarter of 2020, Binh Duong Customs Department continues to implement well solutions to support businesses and to nurture revenue sources, strive for a revenue target that reaches and exceeds VND 17,100 billion in 2020.

Nguyen Phuoc Viet Dung, Director of Binh Duong Customs Department, said that with the synchronous and effective implementation of revenue collection measures, Binh Duong Customs is striving to fulfill the assigned budget revenue target by 2020. In the coming time, the Department will continue to strengthen the reform of administrative procedures, assist enterprises; facilitate import and export activities, increase revenue sources in the area; strengthen solutions to attract businesses, increase State budget revenue, create sustainable sources of revenue. Furthermore, Binh Duong Department of Customs is constantly innovating, improving the effectiveness of the control, smuggling fighting and risk management; ensuring a streamlined, effective and efficient organization, building a professional and reputable customs force to enhance the satisfaction level of businesses and people.
