Transparent public services
To create a favorable business investment environment for enterprises, the introduction of National Public Service Portal provided 406 online public services. This comprises 235 online public services for enterprises, including 6 public services to support people, businesses facing difficulties due to the Covid-19. This means that all public services are more and more transparent, people and businesses are able to save time, travel costs and reduce other shortcomings.
In Binh Duong, in order to creatively and effectively support enterprises, the province has built and implemented a good mechanism of dialogue and consultation of enterprises to create favorable investment environment, attract investment and support business development. In particular, provincial leaders directed functional departments to concentrate efforts on administrative reform, simplify some procedures to serve businesses, and have achieved good results. In general, enterprises confirmed positive improvements in business assistance from establishment procedures to efforts to serve tax declaration, payment, access to electricity and loans, or construction procedures... from the authorities.
Mai Ba Truoc, Deputy Director of provincial Department of Planning and Investment, said that the department collaborated with other departments and branches to best assist businesses in procedures related to investment; solve difficulties and problems of investment projects; effectively implement mechanisms and policies to support businesses. Regarding business registration, Department of Planning and Investment shortened the time to process business registration documents by abolishing many procedures, simplifying regulations on business conditions, assist business registration over the Internet, return the results by post, assist business registration at home, even in other countries to FDI enterprises... Up to now, the proportion of online business registration documents accounts for over 95%.
Departments, branches and localities also enhanced the application of information technology, online public services at level 3 and level 4, and improved investment, production and business environment. In the coming time, Department of Planning and Investment will continue carrying out tasks and solutions to remove difficulties for production, business activities, and ensuring social security in response to the Covid-19. Specifically, the department will complete the overall examination of mechanisms and policies to assist businesses; evaluate effectiveness and provide specific recommendations for ineffective policies.
To simplify procedures for investment attraction
In parallel with economic growth, provincial government always strives to enhance the role of creating and serving businesses and people. This was proved through the fact that the province is always in the group of high-ranking localities of the whole country and leads the Southeast region in terms of provincial competitiveness index (PCI), public administration performance index (PAPI), Peer Assessment Rating index (PAR), ICT index...
Thanks to efforts in improving business investment environment, in the PCI ranking in 2019, Binh Duong was ranked 13th nationwide with 67.38/100 points, in the "excellent" group. Binh Duong was also the top province in the PCI 2019 ranking of Southeast region. Among the ten PCI component indexes, Binh Duong has some indexes with high scores such as: land access (7.67/100), labor training (7.41/100), time costs (6.89/100), market entry (6.83 / 100).
In order to further improve the business environment, enhance provincial competitiveness and maintain the PCI sustainably, Provincial People's Committee issued Decision No. 1390 to approve the project "Enhancing PCI". In order to effectively carry out this project, the province has improved the efficacy, shortened the time between issuing and implementing policies; accelerated the process of publicity and transparency of policies, guidelines, development resources, opportunities to access investment markets for enterprises (land, support capital, public investment, public procurement...). Furthermore, Binh Duong continues to implement policies to support businesses and attract investment; more widely and effectively apply online public administrative procedures; create equal opportunities for enterprises in business and investment according to market rules and laws.
