In order to complete the objective of promoting research - development (R&D), applying project results into practice as well as projects to serve start-ups and construction of Binh Duong smart city, from the beginning of the year, Department of Science and Technology has actively executed key projects to ensure the planned progress.
To timely hand over the results of projects
Nguyen Quoc Cuong, Director of Department of Science and Technology, said that in the first quarter of 2019, the department handed over project results to beneficiary units for implementation, and offered solutions suitable to practical situation of each locality. These were projects implemented according to local orders as well as the proposal of Provincial Science and Technology Council.
According to the Department of Science and Technology, the acceptance and handing over of results to beneficiary units were implemented closely and seriously in accordance with the practical situation, such as project "Application of geographic information system (GIS) for flood prevention and climate change response in Binh Duong province”. This project was performed on the basis of applying scientific advances in the field of environment, such as DSS software with 3 modules to receive data, flood simulation and display on WebGIS.

"The implementation of this topic contributes to improving State management capacity in field of flood protection, reducing time and personnel costs, and not wasting time manual re-entering reports and synthesizing data by hand... At the same time, DSS data system will calculate flood risk scenarios and have built a flooded Atlas of Binh Duong”, Associate Professor - Dr. Le Song Giang, chairman of the project, said.
Regarding the promotion of science and technology at grassroots level, in addition to providing information on the result of scientific and technological researches at the provincial level suitable to the locality to expand models, in the first quarter, Department of Science and Technology also enhanced cooperation between departments, industries, and science and technology organizations to ensure that the research results would be completed immediately. At the same time, the department organized acceptance tests of such models as: rearing and breeding ornamental shrimps and little shrimps; application of information technology to direct, administer, propagate science and technology between Provincial Union of Science and Technology Associations and member associations; Information system for radiation safety management at grassroots levels in districts, towns and city...
To set up infrastructure to serve the startup ecosystem
This is one of the activities to implement the project building Binh Duong smart city. Accordingly, Department of Science and Technology has organized activities to orient and propose solutions to develop entrepreneurship ecosystems in accordance with the conditions of the province. Namely, the project of Community Initiative and Start-up Support Center in Binh Duong province is being implemented urgently. This unit has supervised the construction items according to the approved design, reviewed the list of equipment to conduct procurement for the manufacturing laboratories (fablab).
In addition, Department of Science and Technology implemented several policies related to start-up activities, such as reviewing the content of advising documents submitted to Provincial People's Committee to support creative start-ups; held a meeting to unify opinions of branches and advise Provincial People's Committee to submit to Provincial People's Council for adjustment of resolutions. Besides, the department also instructed Thu Dau Mot University, Vietnam - Singapore Vocational College to rebuild the fablab establishment scheme to submit to Provincial People's Committee for approval and implementation.
Mr. Cuong added that, besides building Provincial Community Initiative and Startup Support Center and fablab system, Department of Science and Technology is planning for building more shared spaces, creating space to attract new individuals and collectives of innovative start-up.
