Amid the negative effects of the Covid-19 pandemic, to carry out the economic development duty of maintaining growth rates, Binh Duong has put forward, implemented many solutions. One of the central solutions is to accelerate the process, reorganize and restore production and business activities; to offset, minimize damages caused by the Covid-19; to improve the business investment environment towards a right direction in the new situation.

Efforts to overcome difficulties
In 2019, Provincial Competitiveness Index (PCI) of Binh Duong is at the 6th position in the top 10 national provinces, and led the Southeast region with good evaluations from enterprises about the flexibility, creativity of provincial authorities, and publicity, transparency of the business environment. This result would open many cooperation opportunities, investment for Binh Duong as well as the acceleration of administrative procedure reform, helping the people, enterprises continue to contribute to the sustainable socio-economic development of the province.
In 2020, the province continues to mobilize resources to ensure stable and sustainable growth; to restructure the economy towards increasing proportion of service sectors; to put emphasis on quality of growth; to improve the business investment environment, encourage startups and innovation; accelerate the progress of key projects... Economic growth scenario in 2020 of Binh Duong province determined a target growth from 8.6-8.8%. According to the authorities, based on the current growth and new effective solutions of the province, this goal is completely feasible.
However, the Covid-19 pandemic appeared and has had a bad impact on all sectors, causing many challenges to Binh Duong's socio-economic development. Namely, budget revenue of the province of Q1-2020 is lower compared to the same period last year; FDI attraction decreased, the rate of dissolved enterprises increased by 63%... Some sectors having difficulties due to effects of the epidemic are inland trade, import and export, tourism activities... affecting largely local socio-economic growth.
To carry out many solutions
In order to overcome difficulties, ensure the economic growth targets, including striving for the highest level of state budget revenue, Binh Duong province is currently mobilizing resources, focusing on implementing tasks, urgent solutions to solve difficulties for business and guarantee social security. Accordingly, provincial leaders tasked departments, agencies and localities to drastically improve the investment and business environment, creating favorable conditions for businesses in sales, import and export of goods, especially on the works of land clearance, access to capital, credit, finance, tax...
Regarding public investment disbursement, Prime Minister Nguyen Xuan Phuc urged all levels and sectors to accelerate the disbursement of public investment capital, consider this to be the most important and meaningful task to offset the growth deficit caused by the Covid-19. In order to accelerate the progress of implementation and disbursement of remaining public investment capital of 2019 and 2020 (including ODA), PPC tasked departments and People's committees of districts, towns and cities to regularly inspect, take measures to solve difficulties to ensure the progress, volume and quality of projects; to soon complete and put into use large infrastructure works, maximize the capacity of design, the socio-economic efficiency.
In addition, to stimulate import and export, the province follows the direction of Ministry of Industry and Trade in the search for alternative materials to serve production activities; In a timely manner, to disseminate Vietnam-EU Free Trade Agreement (EVFTA) after being approved by the National Assembly to encourage export increases at the end of 2020 to offset difficulties and declines in first months of the year.
Tran Thanh Liem, Chairman of PPC, urged departments, branches and localities in the province to carry out seriously the prevention and control of the Covid-19; accelerate the process, reorganize and recover business activities, offset, minimize the damages caused by Covid-19; to build an independent economy, more sustainable development, have resistance and ability to adapt to external and internal fluctuations. Departments and localities also need to prepare well the necessary conditions to fulfil targets of the whole year and tenure 2015-2020.
