To tighten rules on shippers to limit Covid-19 spread

In order to continue to strengthen the management of delivery staff during the epidemic situation and to limit the spread of Covid-19 in the areas, on August 20, Department of Industry and Trade issued Document No. 1904/SCTQLTM to businesses in charge of delivery, supermarkets, convenience stores, and essential goods supplies in the province to guide the process and the composition of the application for confirmation of the list of delivery staff.

Accordingly, Department of Industry and Trade proposes that the service providers of goods transport by 2-wheel motorbikes having the application of technology to connect with customers and supermarkets, convenience stores and goods supplying enterprises of essential goods, post offices, Viettel Post, etc. employing staff to transport essential goods are to strictly implement Document No. 3635/UBND-KT dated August 1, 2021 of the Provincial People's Committee and to concurrently summarize the list of delivery personnel. The unit's goods are sent to the Department of Industry and Trade for confirmation. The dossier includes an application for confirmation of the list of delivery personnel according to the form, business registration certificate issued by Binh Duong Department of Planning and Investment or certificate of branch operation registration for enterprises not headquartered in Binh Duong, the list of delivery staff of the unit, in which the delivery staff is reviewed, ensuring a 30% reduction in the number of delivery staff compared to before the implementation of Directive 16 of the Prime Minister in the locality.

In order to avoid forgery of documents and certificates of delivery personnel, Department of Industry and Trade recommends that the units should pre-print all forms of confirmation of delivery personnel of the units according to the provided forms. The delivery staff confirmation forms must be certified by the company, signed and stamped for certification along with a 3x4cm picture (or color print) of the delivery person on each confirmation form. The document replaces Official Letter No. 1746/SCT-QLTM dated August 2, 2021 of the Department of Industry and Trade guiding the process and components of the application for confirmation of the list of delivery staff from August 19, 2021. The certificates issued under the guidance in Official Letter No. 1746/SCT-QLTM dated August 2, 2021 of Department of Industry and Trade are valid until August 31, 2021.

Currently, Department of Industry and Trade is coordinating with VNPT Binh Duong to advise the provincial People's Committee on the process and composition of documents for issuing QR codes to delivery staff of essential goods suppliers. After completing the process, Department of Industry and Trade will guide the process of issuing QR codes to each delivery person.
