Towards a worth living city

Upon building a smart city, Binh Duong aims to bring prosperity and better life for the people, promoting added value for the economy and contributing to sustainable socio-economic development of the whole area.

A worth living city

By quantitative approach, quality of life is assessed objectively by quantitative indicators of socio-economic status, living standard and service capacity of the infrastructure system. Dr. Pham Thai Son of Vietnamese-German University (VGU) said that in Singapore's way, worth-living city is through good planning with vibrant, attractive and safe living environment for people. A worth-living city needs good governance, a competitive economy and a high quality of life. A worth-living space is consistent with the quality and ease of use and access to space, offering the sense of safety for residents.

Dr. Pham Thai Son added that in order to assess the quality of life, the research group relies on 6 major aspects including work, economy, safety and the basic elements of housing, technical and social infrastructure, community participation, people participation, environment, and ecology. Using those six-sided analysis framework, the team collected qualitative data from more than 30 field trips, in-depth interviews and focused group discussions, as well as quantitative data. From over 800 people living in 5 areas in the province. The results of the data analysis show that there are many outstanding differences related to the living conditions of Binh Duong people, while indicating that the people are evaluating, ranking, feeling and needs and factors related to life.

The analysis results will be used as the basis for proposing suitable urban development solutions and orientations for Binh Duong in the coming years in order to better meet the needs of the people and to make Binh Duong a better place to live in in the future.

According to the researching group, most of the people are satisfied with housing conditions, improvement of social infrastructure and technical infrastructure, safety, work and income. In addition, many people are not interested in community activities, community amenities (not yet necessary), administrative management and planning.

Various measures proposed

Implementing the construction of Binh Duong Smart City, the project committees have been promoting innovative schemes to leverage socio-economic development and successful establishment of the state-school-enterprise cooperation. At the same time, the work of foreign affairs with the localities of the countries in the world, the international organization on smart city shall be stepped up.

To reach the goal, according to Professor Martin Wagner, Darmstadt Technical University (Germany), in 2025 the world population is expected to reach more than 8 billion people. The urbanization trend is characterized by the dynamic development of the urban areas. In particular, in cities where resources such as water, energy and nutrients are limited, both the water supply and sanitation infrastructure need to be efficiently and inclusively high flexibility. The conventional, centralized infrastructure systems do not meet the new requirements due to limited and inefficient resource recovery. Thus, the semi-centralized approach combines the restoration of appropriate resources and the flexibility of developing regions.

In addition, recycling and reuse of water, heat recovery and energy from waste are the main objectives of the central sales model. Flexibility will be ensured by the scale of access to new infrastructure between centralized and hierarchical systems. This allows semi-centric models to continuously adapt to water infrastructure to change conditions and develop with the city. Professor Martin Wagner said that central sales for water and energy infrastructure are in line with the needs of developing urban areas.

Professor Hans Joachim Linke (in Germany), a worth-living  city must adapt to the changing environment. He launched a good urban approach in the Federal Republic of Germany, the role of business and property developers. In particular, he stated that the case study study planning residential land use respectively; study cheap housing and present the current solution of the internal development model of the city of Stuttgart. It is possible to take up to two thirds of the total increase in land from investors to compensate for the contract conditions but investors still accept this model because of the added value of the land. The new land use plan is very high.

The researching team suggested that the province should promote more development motives in the new period, such as attracting foreign investment; strengthening international cooperation; community/community participation.
