To meet the demands of labor force from enterprises, Binh Duong provincial authority has deployed a plan to foster the triangle linking model of the enterprises, the authorities, and job introduction centers.Seen from the factSince 2007, the implementation of the policy of the provincial People's Committee promulgating policies to support local Labour working in Binh Duong, Binh Duong Job Introduction Center has signed contracts to be linked with centers in Thanh Hoa, Thua Thien - Hue, Phu Yen, Quang Nam, Binh Thuan, Quang Ngai, Kien Giang, Ca Mau, Soc Trang, Bac Lieu, Ben Tre and Dong Thap, An Giang, Tra Vinh, and Vinh Long on recruitment and employment of laborers in companies in Binh Duong province.

Only in 2011, Binh Duong Province had taken 1,695 laborers to companies of Golden and Textile Kon. In addition to the labor registration through job introduction system, laborers could go to Binh Duong to work through variety of channels According to local statistics in 2011 only, 40,000 to 50,000 laborers had come to Binh Duong Province. Binh Duong Provincial Job Introduction Center had coordinated with other centers in other provinces to organize site trips for leaders of people’s committees and sector of labor, invalid and social affairs to have a clearer picture of working and living conditions of laborers before making any decision on labor forces.Jobs assured but problems still remainDeputy Director of Department of Labour, Invalids and Social Affairs (DOLISA) Nguyen Phung Trung commented: "The supply of Labor, job training, and stable income are the series of objectives of the linking model. Previously, the linking is merely supplying. The model has changed that and offered more autonomy recruitment of laborers through the linkage of job introduction centers across provinces."Researching data show us that the triangle linking model has ensured enterprises of labor supply without being corrupted by illegal brokerage. Thus, the cost of recruitment, training, and allocation has been reduced.The majority of rural laborers is used to the ‘freedom and at one’s will’ of working not the industrial working schedule. Thus, the work efficiency is not high enough for good yield.Some companies fail to build up policies to keep laborers; therefore, false scarity of labor occurs when they jump from one place to another for jobs. Some companies fall to gender preference.
