Troubleshooting measures needed for national pivotal programs

Morning of February 24, the Central Steering Committee for National Pivotal Programs (referred to as the Steering Committee) for the 2021-2025 held an online conference on the results of the implementation of the National Pivotal Programs in 2018-2022 and the first 2 months of 2023, key tasks in the coming time. Deputy Prime Minister Tran Luu Quang chaired the conference. At Binh Duong connection, Nguyen Van Danh, Deputy Chairman of the provincial People's Committee and representatives of departments and branches attended the event.

By the end of 2022, the whole country has 6,001 out of 8,211 communes meeting new rural standards, 255 district-level units in 58 provinces and cities meeting the same. The rate of multidimensionally poor households is maintained to decrease by 1 to 1.5% a year. Regarding the allocation of capital for the implementation of the National Pivotal Program in 2023, up to now, 42 out of 48 localities have been allocated with more than VND 18,800 billion.

In Binh Duong, the National Pivotal Program for Sustainable Poverty Reduction by the end of 2022 eyed the total cost of implementation of more than VND 66.7 billion. Regarding the target program to build new rural areas by the end of 2022, 3 district-level units have been recognized for meeting standards or completing the task of building new rural areas. The number of communes meeting the new rural standards is 41 communes or 100% of the plan. The number of communes recognized as meeting advanced rural development standards is 29 or 70.73%. Regarding the National Pivotal Program for Socio-economic Development in Ethnic Minority Areas, up to now, the province has 30 ethnic minorities with about 8,203 households and 31,169 people. Currently, the province has no poor households according to the central criteria. However, according to the poverty line with multidimensional approach which is higher than the central criteria, 70 households in the province are considered as poor.

Concluding the conference, Deputy Prime Minister Tran Luu Quang assessed that the disbursement of funds allocated for program implementation by many localities across the country was still slow. The Deputy Prime Minister requested the ministries and central branches directly concerned to have written explanations and instructions on the implementation of a number of contents at the request of localities before March 31. At the same time, available solutions are to remove difficulties in the process of integrating 3 National Pivotal Programs, to minimize the distribution of funding for implementing too many projects, leading to dispersion and spreading, not achieving the common purpose of the program.
