Problems of enterprises have been sincerely and candidly considered by provincial leaders as Chairman of Provincial People’s Committee, Mr. Mai Thanh Cung stressed on at recent conference with Taiwanese enterprise community. Urgent actions should be made to untie the knots barring production and business operation of Taiwanese enterprises.

As reported by Department of Planning and Investment, 652 projects have been invested by Taiwanese enterprises at totally USD 4 billion, proving the fact that investment environment in Binh Duong Province was so attractive; however, Taiwanese enterprises have been facing problems and entanglements caused by local policies and laws.
Representatives of Kok Feng Co. Ltd. in VSIP raised up the matters of income tax fines despite efforts of the enterprise to observe the laws. They also mentioned the procedures of applying for labor licenses which have been time burden to foreign employees.
Representatives of Chanh Duong Paper Joint Stock Company raised up the problems of too high charges against waste release to environment which was higher than normal rates in Asian countries. Meantime, representatives of Chyang Sheng Co. Ltd. and Cowin Faster Co. Ltd. in Song Than Industrial Park raised up issues of exceeding electricity use and burden of testing and maintaining electricity system as well as compulsory training courses on electricity saving.
Besides, some representatives expressed their worries of labor changes and strikes which disrrupted their production. Representatives of Kaiser Co. Ltd. in My Phuoc 1 Industrial Park proposed macro-economic policies to refine competition in Vietnam and international markets in a bid to expand the market and over-ride factories, machines, production lines, and capacity.
Under direction of Mr. Le Thanh Cung, representatives of involved departments have replied to the inquiries raised up by representatives of enterprises.
Director of Binh Duong EVN, Mr. Duong Truong Chi Dung was the first to untie the knots by explaining regulations on electricity use requiring enterprises to test and maintain the power grid within their management and control. The regulations also require enterprises to report on regular basis to avoid risks and accidents that may affect other enterprises.
Director of Department of Industry and Trade, Mr. Vo Van Cu explained the requirements of power saving which has been signed into law and the enterprises should observe the requirement of regular reports and one trained officer managing electricity saving.
In replying to inquiries of representatives of Kok Feng Co. Ltd. on tax punishment due to wrong book making, Director of Provincial Department of Tax, Mr. Vo Thanh Binh informed that personal income tax should be on self responsibility which required skillful chief accountants. Thus, the enterprise should train up its chief accounting to avoid errors in the future.
As for too high charges on waste release to the environment, Director of Department of Natural Resources and Environment, Mr. Pham Danh affirmed the higher rate than other countries in Asia due to application of European standards; however, charges would only be applied upon off-standard indicators flexibly determined.
