The National Highway No.13 is backbone traffic system of Binh Duong province and is located on ASEAN Highway (AH13).

The National Highway No.13 in the front of Aeon Binh Duong is just upgraded and expanded.
This highway is like a lever to enhance Binh Duong’s position leading the country in industrial and urban development, investment attraction. Until now, on the national highway No.13 from Thu Dau Mot city to Thuan An town, there are often traffic jams, so this route should be upgraded and expanded. Many measures are set out but problem lies in shortage of capital. Many roads under expansion and upgrading will contribute to create a “technical frame” to take Binh Duong to a new height.
A proper backbone axis needed
According to experts, if considering the National Highway No.13 as a backbone axis of Binh Duong socio-economy’s overall traffic system, it is essential to invest and expand this route. The local Transport Department just set out 2 measures of expanding 15 meters for every side; upgrading from 6 lanes, to 8 or 10 lanes; increasing designed speed of 80km/hour and capacity of 120KN. In addition, the department maps out plans of improving traffic system.
According to the overall planning on the provincial transport till 2020 and orientation till 2030, the National Highway No.13 from Vinh Binh Bridge to Belt-line 3 Road will be zoned into elevated road with the 4 lanes. Also on the planning on adjusting development of HCMC transport, the National Highway No.13 under the HCMC will not have elevated roads.
Le Van Rum, director of the provincial Transport Department said that on experience of expanding the National Assembly No.13 in front of Aeon Binh Duong trade center, it shows that urban image becomes brighter and more attractive and also minimizes traffic congestion at Independence Avenue – VSIP I section.
The plan on upgrading and expanding the National Highway No.13 is to meet 2 big goals of minimizing traffic pressure on this road and preparing for urban development plan.

Nguyen Van Hung, general director of Becamex IDC said “solving traffic congestion in front of Aeon Binh Duong showed many new positive elements and created advantaged conditions for investment attraction. Therefore, our vision has to satisfy demand on development for 5-10 years to come”.
Hung explained, “upgrading and expanding the National Highway No.13 both solves traffic congestion and make up a driving force for development in the future. As such, we must build infrastructure facilities right now to prepare for the future development. Amid difficult situation of capital, we must consider all measures on the spirit of thriftiness and efficiency”.
Contributing ideas to the measure of upgrading and expanding the National Highway No.13 at the past meeting, Le Thanh Cung, chairman of the provincial People’s Committee asked that drawing experiences of some big cities, our goal is to develop traffic network as a lever for urban development. In addition, we should plant green trees to ensure safety and urban beauty, so we need central reservations to plant big trees for the purpose of shadow.
Offering perfect resettlement for people
Tran Van Nam, vice chairman of the provincial People’s Committee suggested that from experience of Aeon Binh Duong area, we should take advantage of expanding road in front of Lotte supermarket, Hanh Phuc Hospital and so on. Meanwhile, Nguyen Thi Minh Khai – My Phuoc-Tan Van road area should be upgraded and expanded. This change will help minimize pressure on the present National Highway No.13.
Concluding the meeting, Le Thanh Cung affirmed that this is responsibility of the local leaders for a developing Binh Duong. Once launching this project, local administration should consider resettlement for the sake of people.
Boundary line of road of the National Highway No.13 is stabilized at 62 meters with maximum compensation cost of VND6mil per sqm. The total compensation cost and construction fee of 2 measures set out by the local Transport Department is at VND3,2tril, only VND400mil of which is for construction cost.
