Strict handling of violations
In 2018, the authorities of Thuan An town checked over 2,000 construction cases, resulting in over 1,700 construction cases in accordance with the license contents, 124 cases of construction without permission and over 180 schools wrong construction content. The town has issued a decision to sanction administrative violations 305 cases, including fines and forced to establish procedures 83 cases, fines and forced dismantling 213 cases, fines and forced dismantling then procedures 9 cases; together with sanctioning of administrative violations on traffic order and safety in 4 cases. The total amount of town sanctioned for administrative violations in the past year was nearly VND 4.2 billion.
Mr. Nguyen Phi Hung, Deputy Head of Thuan An Town Urban Management Department, said that the attention of the leaders of the town has been timely, in the past year, the unit has performed well the assigned tasks. Through the inspection of the unit, the awareness of observing laws on land and construction of the people in the area has been increasingly improved. The Town Urban Management Division also regularly coordinates with the Department of Construction Inspectorate, People's Committees of communes and wards to check and promptly handle violations so the construction rate of the people and facilities is correct. The area is increasing.
According to Mr. Pham Phu Nam, Chairman of Lai Thieu Ward People's Committee, the central ward of Thuan An town, in recent years, the order of construction and land use has been put on the top. Particularly in 2018, the ward cooperated closely with the Urban Management Department of the town, the urban order and inspection team to strengthen inspection and timely handling, resolving the violations of construction and order urban areas, making an important contribution to the local embellishment of urban areas, building a civilized lifestyle. In the inspection of construction works, the ward also received very good coordination from other related sectors, thereby promptly handling and guiding people to comply with the provisions of law.
Effectively implement propaganda
In addition to the achieved results, Mr. Hung said that during the past time the management of urban construction order and land use in Thuan An town still faced some difficulties. Specifically, through the inspection of the implementation of decisions, most of the violations only execute part of the sanctioning decision is to pay the fine, and the remedial measures to force the dismantling of the violation works not yet implemented, therefore, monitoring the implementation of the decision of the provincial functional industry still faces many difficulties.
In addition, construction cases without permission in the past year increased compared to 2017, because in residential areas such as Tan Vu Minh, Vinh Phu II, Viet - Sing gardens, investors are slow to complete the paperwork, certification of land use rights for the people so they can not contact the authorities to establish procedures to apply for construction permits. Due to housing frustration, these cases are not allowed. Along with that, the situation of building adjacent houses, showing signs of selling paper hand in contravention of the law in the town is tending to increase and become more and more complicated, while measures of sanctions and prevention right from head is not really effective ...
Mr. Nam added that Lai Thieu Ward is implementing drastic measures to complete the management of construction order and land use in the year. The locality currently has Lai Thieu traditional market, people often use sidewalks to trade. Since the beginning of 2019, the ward has developed a comprehensive deployment plan for all neighborhoods in order to restore urban order of Lai Thieu market area and roads in the area. Implementing this work, the ward has many advantages thanks to the close coordination of the Police of Thuan An town and the Town Urban Management Department.
In order to limit the situation of violations of construction order in the area, in addition to the handling of violations, the leaders of Thuan An town have asked the chairman of the People's Committees of communes and wards to continue to improve the responsibility of state management on land, construction, not letting the situation of occupying land, using land for wrong purposes, constructing without permission, wrong permission. The Town Urban Management Division has also proposed People's Committees of communes and wards to strengthen propaganda and dissemination of legal regulations, publicizing administrative procedures on land and construction; publication of land use plans, zoning of wards for organizations and individuals to know and implement.
