Various resolutions assisting start-up enterprises extended

At the query session of the 4th session of the 9th tenure provincial People's Council, many delegates paid special attention to policies aiming at boosting the system of start-ups to innovate, create and promote scientific researches and technology development among enterprises to promote the central role of enterprises.

Start-up and creativity improved

In recent years, in order to promote scientific researches and technological development of enterprises, Binh Duong province has implemented a number of solutions such as organizing conferences to disseminate regulations promulgated by the State on encouraging enterprises to invest into scientific and technological activities; on introduction of scientific and technological programs and scientific and technological development fund of enterprises. In addition, provincial Department of Science and Technology has consulted with the provincial People's Committee on the implementation of the program on intellectual property development in 2016-2020 and project to improve productivity and quality of products and goods of small and medium enterprises in Binh Duong province from 2016 to 2020.

Nguyen Thanh Truc, the Director of the Department of Planning and Investment, said that the Department is developing a plan to support the development of innovative system of start-ups in the province to be presented to provincial People's Committee at the end of July, 2017. For the time to come, in order to promote the scientific researches and technological development of enterprises, the province shall continue to study and issue programs to support enterprises in technological and product innovation, capacity and quality improvement in the spirit of the Small and Medium Enterprise Assistance Law, which has just been approved by the National Assembly and the programs improving start-up system to promote creative start-ups.

For the solutions to set up the infrastructure for ‘business incubator’, ‘creative spaces’, and creativity and start-up spirit, Truc said that the Department is currently conducting a survey of laboratories in education institutions of the province to capture information and develop proposals to open Fablab, Techlab,  and Space Maker. The People's Committee of the province has also approved the policy of organizing training courses on creativity for cadres and civil servants of departments and units assigned for the next tasks of innovative start-up support (training scheduled for July -2017).

Besides, the Department of Education and Training (DOET) is studying and instructing educational institutions to include start-up content in their curriculum and at the same time collaborating with the Department of Labor, Invalids and Social Affairs (DOLISA), and the provincial Youth’s League to carry out researches and consultation with the provincial People's Committee to develop a scheme of supporting students starting businesses. For the time to come, the functional branches will continue to research and set up a center for innovation and start-up assistance to be submitted to provincial People’s Committee for approval.

Central models to be operated

For supporting policies extended to start-up businesses and businesses of creativity, Truc said that the Department has consulted with the provincial People's Committee to issue action plan to implement Resolution No. 35 / NQ-CP of the government on supporting and developing enterprises by solutions and tasks. Specifically, a step-by-step establishment, organization and operation of business supporting centers, business incubators, and the accelerated innovation programs in the form of public-private partnerships of business associations, organizations and individuals inside and outside the country shall be established. Moreover, the mechanism of facilitating, supporting and encouraging individual household businesses to be converted and registered to operate under the Enterprise Law shall also be established. Along with that, the project of "Supporting the national innovative ecology of start-ups until 2025" in the province shall be effectively carried out. At the same time, projects of supporting students’ start-ups and the focal inclusion of start-up training programs in tertiary education institutions shall be constructed.

For the time to come, the Department of Planning and Investment will continue to consult with the provincial People's Committee to implement additional measures, such as accelerating the implementation of market access procedures under the mechanism of interconnection, electronic communication with business registration agencies, the investment registration agencies, the tax offices, the banks, insurance etc. to shorten the time and costs of entering the market. At the same time, support of the formation and operation of startup ecosystems; support of the linkage of ecosystem start-up components (education institutions, service delivering networks, consultants, investors, large enterprises, etc.); organizations of contests, workshops, fairs, and exhibitions introducing creative ideas and projects shall be launched.

In addition, media programs for innovative and start-up activities, start-up community activities, new products, technologies and services shall be constructed. Funds to support innovation and technology application, to support and encourage enterprises to renovate equipment, to apply science and technology, and to renovate management models shall be developed.
