Many demands
Although agriculture accounts for a low density in the provincial common economic structure, its value increases strongly with over VND2.8tril in 2011. Hence, agriculture still plays a crucial role in the local common economy. Meanwhile, rural labor force accounts for a big rate in local population structure with over 60%, so vocational training for rural laborers is an essential issue.
Over years, all level agencies and sectors in the province have made efforts to open vocational training classes for rural laborers. One of units implementing vocational training for rural laborers is Center for Vocational Training and Farmer Assistance Service under the provincial Farmer Society. Accordingly, the center has held vocational training classes and met farmers’ demand on vocational learning. In the past year, the center opened 15 short-term vocational training classes for nearly 900 rural laborers. After the classes, many individuals bravely spent capital to open effective economic models.
However, the number of learners of vocational training classes in the past year remains low compared with farmers’ demand.
More reality needed
To reach over 40% trained-rural laborers in line with new rural communes’ standards and improve income for new rural communes’ residents, it requires a long-term strategy. The labor rate for agriculture in new rural communes accounts for a high ratio whilst rural laborers’ vocational training lacks of a long-term stability.
Tran Cong Quang, vice chairman of Phu Giao district’s An Binh commune People’s Committee, said though agencies and sectors at all levels paid attention to vocational training for rural laborers, especially ethnic laborers, the number of trained-learners could not set up effective models, owing to shortage of production capital. Therefore, vocational training for laborers in new rural communes should be close to reality in every locality in the coming time.
In addition, the vocational training for rural labor force needs a long-term and significant strategy as well as supportive policies for farmers.
