Part 2: Synchronous development in infrastructure
Under its Program on Urban Development Program in the 2010-2015 period, Binh Duong has attached special importance to infrastructure development to get a foundation of a first-class city in 2015 towards the goal of becoming a centrally-controlled city by 2020.

Infrastructure development
In the 2011-2015 period, Binh Duong’s infrastructure has been built in a synchronous way, ensuring connection with the national traffic system and localities in the southern key economic zone.
Nguyen Thanh Tai, Director of provincial Department of Construction said that Binh Duong has so far approved the adjustment of the local overall traffic development plan till 2025 and orientation towards 2030. Along with this, rural roads in the province have been constantly upgraded, actively contributing to the National Target Program on New Rural Construction. The province’s public traffic system development plan has also been approved in association with the local overall urban construction plan
Besides, the province has focused on building key streets, namely including My Phuoc-Tan Van, DT744, DT741…while upgrading many other traffic works, contributing to promoting the local socio-economic development.
Nguyen Hong Khanh, Chairman of Ben Cat town’s People’s Committee said that the development of infrastructure facilities, especially traffic ones was an indispensable requirement for regional connection, promoting the local urban and industrial development. The project of upgrading the 7A street has also been fulfilled and put into operation, contributing to bringing Ben Cat town a synchrony in infrastructure development together with a civilized and modern urban image.
In addition, the province has attached special importance to water and electricity systems. The province has basically fulfilled the South Binh Duong water environment improvement project while continuing carrying out projects on upgrading the local water drainage system. All industrial parks in the province have also equipped with concentrated waste water treatment systems. Regarding power supply, the province has ratified provincial Power Development Plan in the 2011-2015 period and vision till 2020; put additional 110kV, 220kV power transformer stations from the national power grid into operation…
In terms of social infrastructure, the province has built and put provincial Integrated Administration Center into use. The province’s total housing floor area is now estimated at 46.45 million square meters with the average housing area of 22.5 square meters per person. The number of solid houses in the province reduces to 29.8%; semi-solid ones to 69.4%; shelters to 0.8%...
Precious lessons
Binh Duong has learnt many precious lessons from the local Program on Urban Development in the 2011-2015 period in order to have better solutions for the local urban development in the next period of 2016-2020.
Accordingly, the local authorities and sectors at all levels need to well tap existing potentials for economic development, creating a premise for the local urban development. Traffic infrastructure also needs to receive first priority for development. Along with this, the province needs to mobilize all resources at home and abroad for infrastructure development; effectively uphold the role of State-run enterprises in the local process of industrialization and modernization.
The province also needs to further build up a modern, synchronous and stable urban planning system in accordance with the local regional, socio-economic planning; create favorable conditions in terms of land fund and administrative procedures for investors in the fields of urban development and real estate…
Such these apart, the province needs to improve State administration ability regarding urban development; attach special importance to developing human resources in urban management and development; create consensus among locals in urban development via propaganda work…
